Recruiting Manager roles qualify for EB-2 and EB-3 green card sponsorship through the PERM labor certification process, which requires employers to document that no qualified U.S. workers are available. Multinational firms, staffing agencies, and HR-intensive industries regularly sponsor this title, making it a viable path to permanent residency for foreign HR professionals.

Get Access To All JobsTips for Finding Green Card Sponsorship as a Recruiting Manager
Document your specialized recruiting credentials early
PERM requires proving your qualifications match the job description exactly. Gather transcripts, performance reviews, and any certifications in talent acquisition or HR management before starting your job search so employers can assess your EB-2 or EB-3 eligibility quickly.
Target employers with active PERM filing history
Companies that have filed PERM applications for Recruiting Manager roles before already understand the process and have immigration counsel in place. Use DOL's OFLC Wage Search data to identify employers who have sponsored this specific occupation in your target industry.
Verify the prevailing wage tier before accepting an offer
PERM requires your offered salary to meet or exceed the DOL prevailing wage for your location and experience level. Check the OFLC Wage Search before negotiations so you know which wage level your background supports and can avoid offers that would fail the PERM filing.
Clarify PERM advertising timelines with your employer
Before USCIS can receive your I-140 petition, your employer must complete a mandatory recruitment phase under PERM rules. Ask hiring managers upfront whether they have immigration counsel ready to start that process, since delays at this stage directly push back your green card timeline.
Use Migrate Mate to find sponsoring Recruiting Manager roles
Searching broadly wastes time on employers who won't sponsor. Migrate Mate filters Recruiting Manager positions by green card sponsorship history so you apply only where employers have already demonstrated willingness to file PERM for this occupation.
Understand how EB-2 versus EB-3 affects your O*NET job zone
Recruiting Manager is classified as a Job Zone 4 occupation on O*NET, which supports both EB-2 and EB-3 filings depending on the degree requirement written into your job description. Make sure your employer's attorney frames the minimum requirements to match your strongest classification tier.
Green Card Recruiting Manager: Frequently Asked Questions
Does a Recruiting Manager role qualify for EB-2 or EB-3 green card sponsorship?
Recruiting Manager qualifies under both EB-2 and EB-3, depending on how the employer writes the minimum job requirements. EB-2 applies when the role genuinely requires a master's degree or equivalent advanced credentials. EB-3 covers positions requiring a bachelor's degree and at least two years of progressive recruiting experience. The PERM application locks in whichever classification the employer chooses, so the job description language matters significantly.
How does green card sponsorship differ from H-1B for Recruiting Manager positions?
Unlike H-1B visa, employment-based green card sponsorship through PERM has no annual lottery and leads to permanent residency rather than a temporary work status. The tradeoff is timeline: PERM and I-140 processing typically takes one to two years before priority date matters, and adjustment of status adds additional wait time for some nationalities. H-1B is faster to initial employment authorization but capped and temporary. Green card sponsorship is the appropriate path when both you and your employer are committed to a long-term arrangement.
What does the PERM labor certification process look like for a Recruiting Manager?
Your employer files the PERM application with DOL after completing a mandatory recruitment period, typically 30 to 60 days, documenting that no qualified U.S. workers applied for the role. The job description must reflect the actual duties and a realistic minimum requirement for the position. DOL then certifies the application, which the employer uses to file your I-140 immigrant petition with USCIS. Audits are common for managerial roles, so accurate documentation of recruitment efforts is critical.
How do I find Recruiting Manager jobs where the employer will actually sponsor a green card?
Most job postings don't specify whether an employer will file PERM, which makes it hard to filter by sponsorship willingness through general searches. Migrate Mate is built specifically for this: it surfaces Recruiting Manager roles from employers with documented green card sponsorship history, so you can focus your applications on companies that have already gone through the PERM process for similar positions rather than guessing.
Can I switch employers during the green card process for a Recruiting Manager role?
Changing employers before your I-140 is approved generally requires restarting the PERM process with your new employer. After your I-140 has been approved for at least 180 days and your priority date is current or nearly current, portability rules under AC21 allow you to move to a same or similar occupational role without losing your priority date. Recruiting Manager positions at different companies typically qualify as similar under DOL's occupational classification, but your new employer's immigration counsel should confirm the specific facts of your case.
