Technical Product Owner Green Card Jobs
Technical Product Owner roles qualify for EB-2 or EB-3 green card sponsorship through PERM labor certification, which requires your employer to document that no qualified U.S. worker is available for the position. Most TPO roles clear the specialty occupation threshold given their bachelor's degree requirement in computer science, engineering, or a related field.

What Is the Opportunity?
Travelers is seeking a Technical Agile Product Owner to join the Access, Identity, Profile & Preferences (AIPP) team within the Cybersecurity Value Stream. This team owns the external identity experience for Travelers' customers and agents — spanning registration, identity proofing, authentication, MFA, and profile and preferences management across Travelers' digital platforms.
In this role, you will serve as the voice of the end-user and key technical stakeholders, guiding a focused product team to deliver secure, modern, and user-friendly identity capabilities. You will focus on achieving defined outcomes while empowering the team to determine how the work gets done.
What Will You Do?
- Partner with Circle Leads, platform engineers, and cybersecurity stakeholders to elicit, refine, and prioritize requirements for external identity capabilities — spanning customer and agent registration flows, identity proofing integrations, authentication protocols, MFA enrollment and recovery, and profile/preferences APIs.
- Decompose business and security requirements into well-defined user stories, epics, and technical acceptance criteria; ensure engineering teams understand functional intent, security constraints, and how each capability integrates within the broader AIPP identity architecture and Okta tenant configuration.
- Serve as the technical interface between business partners, cybersecurity, and engineering — translating identity platform decisions, API design trade-offs, and security control choices into clear, audience-appropriate communications for both technical and non-technical stakeholders.
- Own and maintain a prioritized, groomed backlog with sufficient technical depth for continuous delivery; define and enforce acceptance criteria covering security posture, usability standards, regulatory compliance, and integration correctness across identity flows.
- Develop and manage delivery roadmaps across the external identity ecosystem — including Okta-based authentication and SSO flows, adaptive MFA policies, FIDO2/WebAuthn adoption, identity proofing service integrations, and customer/agent profile service APIs.
- Align team objectives to the Cybersecurity Value Stream vision; translate program-level goals into sprint-level priorities and communicate delivery progress, technical risk, and architectural trade-offs to Circle Leads and key stakeholders.
- Define and track platform KPIs and OKRs for external identity capabilities — including registration funnel completion rates, MFA enrollment and adoption rates, authentication success/failure ratios, identity proofing pass rates, and API error rates — using data to drive backlog prioritization.
- Lead and support business readiness activities for AIPP platform releases — including stakeholder communications, change impact assessments, runbooks, cutover planning, and post-launch monitoring criteria.
- Provide continuous in-sprint feedback on work-in-progress; clarify ambiguous requirements, validate technical designs against security and compliance standards, and proactively surface risks tied to external identity dependencies, third-party integrations (e.g., Okta, identity proofing vendors), and platform SLA constraints.
- Establish and evangelize consistent delivery patterns, API standards, and ways of working across AIPP teams within the Cybersecurity Value Stream to ensure scalability and reduce integration debt.
- Foster a technically grounded, inclusive, and collaborative team culture that promotes engineering ownership, security-first thinking, and continuous improvement across identity platform delivery.
- Perform other duties as assigned.
What Will Our Ideal Candidate Have?
- Bachelor's degree preferred.
- Two or more years of experience in Agile product management, preferably in a technical, platform, or cybersecurity-adjacent domain.
- Understanding of external identity concepts including customer and agent registration, identity proofing, authentication protocols (OIDC, OAuth 2.0, SAML), MFA patterns, and user profile and preferences management.
- Familiarity with Zero Trust security principles as they apply to external identity and access control.
- Exposure to or experience with Okta or similar identity platform tooling.
- Ability to understand and engage with AIPP architecture — including how authentication, session management, and profile services connect — without needing to write the code.
- Agile Mindset: Embody Agile core values of openness, courage, respect, focus, and commitment; apply Agile principles and practices to achieve team success.
- Product Mindset: Define a clear product value proposition aligned with the Cybersecurity Value Stream's objectives, serving as the north star for the team.
- Technical Fluency: Ability to engage credibly with engineers on platform architecture, API integrations, and security controls, and to ask the right questions to surface risk and drive good decisions.
- Influence: Ability to drive alignment across engineering, security, and business stakeholders without relying on traditional hierarchy.
- Communication: Skill in translating technical complexity into clear, audience-appropriate language for both leadership and delivery teams.
- Continuous Improvement: Demonstrated commitment to learning, sharing knowledge, and evolving team practices over time.
What is a Must Have?
Two years of work experience in related field.

Get Access To All JobsTips for Finding Green Card Sponsorship as a Technical Product Owner
Align your degree to the role's SOC code
PERM filings map to a Standard Occupational Classification code, and USCIS scrutinizes whether your degree field matches. For Technical Product Owner roles, computer science, information systems, or engineering degrees strengthen your EB-2 or EB-3 petition against a Request for Evidence.
Check the prevailing wage before negotiating
Your employer's PERM filing must certify a wage at or above the DOL prevailing wage for your location and job level. Run your target title and metro area through OFLC Wage Search before accepting an offer so you know the floor your sponsoring employer must meet.
Target employers with active PERM filing history
Not every tech company sponsors green cards for product roles. Use Migrate Mate to filter Technical Product Owner jobs by employers who have filed PERM applications, so you're only pursuing companies with an established sponsorship track record for this title.
Distinguish EB-2 from EB-3 during offer negotiations
If your role requires only a bachelor's degree, your employer may default to EB-3. Ask whether the position can be scoped to require an advanced degree or specialized expertise, which can qualify you for EB-2 and a shorter priority date queue in most countries.
Time your job search around PERM recruitment windows
Employers must complete DOL-required recruitment steps before filing PERM, a process that typically takes three to six months. Starting your search during a company's active headcount cycle gives HR enough runway to complete recruitment and file before your current status requires renewal.
Verify the employer's E-Verify enrollment before signing
Employers sponsoring you for PERM must be able to demonstrate legal employment authorization. Confirming E-Verify enrollment early signals an HR infrastructure equipped to handle sponsorship paperwork and reduces the risk of delays once your I-140 petition is filed.

Find Technical Product Owner JobsTechnical Product Owner Green Card Sponsorship: Frequently Asked Questions
Does a Technical Product Owner role qualify for EB-2 or EB-3 green card sponsorship?
Most Technical Product Owner positions qualify for EB-3 as a professional role requiring at least a bachelor's degree in a relevant field. EB-2 sponsorship is available if the position is scoped to require an advanced degree or if you can demonstrate a record of specialized achievement. Your employer's job description and your credentials together determine which category fits.
How does PERM green card sponsorship differ from H-1B for this role?
H-1B is a temporary status requiring renewal every three years, and cap-subject petitions enter a lottery with no guarantee of selection. PERM-based green card sponsorship leads to permanent residency, has no annual lottery, and EB-3 category numbers are currently current for many countries. The trade-off is timeline: PERM labor certification, I-140 approval, and adjustment of status together typically take two to four years for countries without a backlog.
What does the PERM process look like for a Technical Product Owner position?
Your employer files a PERM application with DOL after completing mandatory recruitment steps, documenting that no minimally qualified U.S. worker applied. DOL then certifies or audits the application. After certification, your employer files Form I-140 with USCIS to classify you as an EB-2 or EB-3 beneficiary. Once your priority date becomes current, you file for adjustment of status or an immigrant visa to complete the green card process.
How can I find Technical Product Owner jobs where the employer will sponsor a green card?
Search for employers with a documented history of PERM filings for product and technology roles. Migrate Mate lets you filter Technical Product Owner openings by employers with active green card sponsorship history, so you can skip outreach to companies that handle sponsorship only in theory and focus on those with a real track record.
Can I switch employers after my I-140 is approved without losing my green card progress?
Yes, under AC21 portability rules, once your I-140 is approved and your adjustment of status application has been pending for 180 days or more, you can change to a same or similar occupational role without restarting the process. Technical Product Owner roles typically port to other senior product or technical program management positions, but confirm the job codes align with USCIS guidance before making a move.
