Frame your degree for specialty occupation
USCIS requires a direct nexus between your degree field and the IT Program Manager role. If your degree is in business or management, document how your coursework covered systems architecture, software development lifecycle, or IT governance to strengthen the specialty occupation argument.
Check LCA wage levels before negotiating
Your employer's LCA locks in a wage level before filing. Use the OFLC Wage Search to look up prevailing wages for your metro area. Accepting a Level I or II wage when your experience supports Level III can create problems at renewal.
Target employers with cap-exempt H-1B filing history
Universities, nonprofit research institutions, and government-affiliated entities file cap-exempt H-1B petitions year-round. If you're already inside the U.S. on H-1B status, transferring to a cap-exempt employer bypasses lottery risk entirely for your next role.
Use Migrate Mate to find verified H-1B sponsors
Search IT Program Manager roles on Migrate Mate to see which employers have active LCA filing history for this job title. That filing history confirms they've sponsored the role before, which cuts your screening time significantly.
Clarify the I-129 timeline before your start date
Ask your hiring team whether they plan to file standard or premium processing before you give notice at your current job. Standard USCIS processing runs several months, and your 60-day grace period after your last day doesn't pause that clock.
Use O*NET to document your role's technical requirements
If your employer gets an RFE questioning whether the position qualifies as a specialty occupation, the O*NET occupation profile for IT Program Manager provides DOL-backed evidence that the role typically requires a degree in a specific technical field.
H-1B Visa IT Program Manager: Frequently Asked Questions
Does an IT Program Manager role qualify as a specialty occupation for H-1B purposes?
Yes, provided the position requires at least a bachelor's degree in a specific technical field such as computer science, information systems, or engineering. The challenge arises when job descriptions list a degree as preferred rather than required, or accept any bachelor's degree. Your employer's LCA and I-129 petition must demonstrate the role's technical complexity to satisfy USCIS's specialty occupation definition.
Which industries sponsor H-1B visas most consistently for IT Program Managers?
Enterprise technology companies, large consulting firms, financial services institutions, and healthcare systems file LCAs for IT Program Manager roles with regularity. Government contractors and defense primes also sponsor H-1B holders in this role, though security clearance requirements can complicate the process. You can filter by employer and filing history on Migrate Mate to identify consistent sponsors in your target industry.
Can I transfer my H-1B to a new IT Program Manager role without losing my priority date?
Your priority date stays with you when you transfer H-1B status to a new employer. The new employer files a new I-129 petition, and you can begin working as soon as USCIS receives it, not when it's approved. If you're on an AC21 extension because your I-140 has been approved for more than 180 days, the new employer should confirm they're using portability, not filing a new PERM.
What happens to my H-1B status if my IT Program Manager role changes scope after I'm hired?
Material changes to your job duties, location, or employer require a new or amended I-129 petition filed with USCIS before the change takes effect. Moving to a different worksite in a new metropolitan statistical area triggers a new LCA requirement. Scope changes that don't affect the specialty occupation classification, wage level, or work location generally don't require an amendment, but your employer's immigration counsel should review the specifics.
How does the H-1B cap lottery affect IT Program Managers not currently in the U.S.?
If you're applying from outside the U.S. without prior H-1B status, your employer must enter you in the annual USCIS lottery, which runs in March for an October 1 start date. Selection isn't guaranteed. One strategy is to target employers who operate cap-exempt entities, such as universities or nonprofit research organizations, where lottery registration isn't required and petitions can be filed throughout the year.
