H-1B1 Singapore Visa Project Program Manager Jobs
Project Program Manager jobs in the U.S. are open to Singaporean nationals through the H-1B1 Singapore visa, which requires no lottery and carries a 5,400-visa annual cap that has never been exhausted. Your employer files the Labor Condition Application with DOL before your consulate appointment, making sponsorship faster and more predictable than the H-1B visa route.

Get Access To All JobsTips for Finding Visa Sponsorship as a Project Program Manager
Translate your credentials into U.S. frameworks
PMP certification is widely recognized, but U.S. employers also look for familiarity with Agile, SAFe, and PMBOK terminology. Audit your resume to confirm your project governance language matches the role descriptions you're targeting before outreach begins.
Use OFLC Wage Search to set salary expectations
Your employer must certify that your offered wage meets the DOL prevailing wage for your specific occupation and location. Pull the Level II or III wage for your target metro before negotiating, so you don't accept an offer that will fail LCA certification.
Target employers with established cross-border project portfolios
Program managers coordinating teams across Singapore, the U.S., and other APAC offices are a known hire category for multinationals. Focus your search on companies with active Singapore operations, since their HR teams are already familiar with H-1B1 visa sponsorship mechanics.
Search verified H-1B1 sponsors on Migrate Mate
Filter by Project Program Manager roles on Migrate Mate to surface employers with documented H-1B1 filing history. This narrows your list to companies that have already navigated the LCA and consulate process, cutting time spent on employers unfamiliar with the visa.
Clarify specialty occupation status during offer negotiations
The H-1B1 requires your role to qualify as a specialty occupation under U.S. immigration law. Confirm with the hiring manager that your Program Manager title is supported by a degree requirement in the job description, not just project experience, before the LCA is filed.
Book your Singapore U.S. Embassy appointment immediately after LCA certification
Unlike H-1B, the H-1B1 is processed directly at the U.S. Embassy in Singapore without a USCIS petition stage. Once your employer receives a certified LCA, move quickly to schedule your DS-160 and interview slot, as appointment availability shifts by season.
Frequently Asked Questions
Does a Project Program Manager role qualify as a specialty occupation for the H-1B1 Singapore visa?
Yes, provided the employer's job description requires at minimum a bachelor's degree in a directly related field such as engineering, business administration, or information systems. Roles where any bachelor's degree is acceptable regardless of field are harder to support. The O*NET profile for project management occupations confirms that specialized degree requirements are standard for senior-level program manager positions.
How does the H-1B1 Singapore visa differ from the H-1B for Program Manager roles?
The H-1B1 has no lottery, a separate 5,400-visa annual cap that has never been exhausted, and is processed at the U.S. Embassy in Singapore rather than through USCIS. That means no I-129 petition and a faster timeline from signed offer letter to visa stamp. The trade-off is that the H-1B1 does not confer dual intent, so you'll need to maintain clear nonimmigrant ties during each renewal cycle.
How do I find employers who are already familiar with H-1B1 Singapore sponsorship for program management roles?
Search on Migrate Mate, which surfaces employers with verified H-1B1 filing history filtered by role type. Employers who have filed before already know the LCA process, reducing the risk they'll withdraw sponsorship due to unfamiliarity with the consulate-only route. Multinationals with Singapore regional offices are a particularly productive segment to target.
Can my employer file the LCA while I'm still working in Singapore?
Yes. The Labor Condition Application is filed by the employer with DOL and does not require you to be in the U.S. Your employer can submit and receive LCA certification while you're based in Singapore, then you use the certified LCA to complete your DS-160 and schedule your U.S. Embassy interview without leaving the country.
What happens to my H-1B1 status if my Program Manager role changes significantly after I arrive in the U.S.?
If your responsibilities shift to a materially different occupation, your employer should file an amended LCA reflecting the new role before the change takes effect. Program managers who move from individual contributor projects to leading enterprise-wide programs, for example, may cross into a different Standard Occupational Classification code. Your employer's immigration counsel should assess whether a new LCA and visa annotation are required.
