SUMMARY OF POSITION
Kinsley is seeking a Vice President to lead our Highway and Bridge team out of York, PA. The Highway & Bridge Vice President will be responsible for the leadership, growth, and financial performance (P&L) of the Highway and Bridge Division of Kinsley Construction. This role will grow the business unit and position it to pursue larger, more complex DOT projects. Integrate estimating, project management, and field operations to drive alignment from preconstruction through execution and project delivery.
Please note that this position is considered safety sensitive in accordance with Kinsley Construction policies and procedures.
TYPICAL RESPONSIBILITIES/ESSENTIAL FUNCTIONS
- Collaborate with the President to develop, implement, and maintain the vision and long range strategic plan.
- Represent the Division in discussions and negotiations with clients, contractors, regulatory officials, and other key stakeholders.
- Collaborate with Division leadership and Finance and Accounting to monitor project and overhead financials and support strong Division performance.
- Development and oversight of the annual budgets for the Division.
- Create and implement a strategic plan to grow Division.
- Support project teams in managing budgets, estimates, financials, schedules, and safety to deliver profitable projects while upholding Kinsley Values.
- Provide oversight of policies and procedures to ensure an adherence with the company structure.
- Ensure coordination and collaboration with the various Kinsley Construction Divisions and Departments.
- Manage compensation of employees.
- Build and lead high-performing teams across estimating, project management, and field operations.
- Work alongside with business development/client relations staff to develop and implement appropriate business development/client relations strategies to ensure stable regional growth.
- Work with the Marketing Department to develop and implement a marketing plan to promote regional brand awareness.
- Drive growth into new markets.
- Own full P&L responsibility including budgeting, forecasting, and financial performance.
- Guide estimating strategy, pricing approach, and risk evaluation.
- Ensure alignment between preconstruction assumptions and project execution.
- Provide executive oversight of project delivery (safety, schedule, cost, quality).
- Develop strong relationships with DOT agencies, clients, and industry partners.
- Ensure a strong safety culture and compliance with all company and regulatory requirements.
- Perform other related duties as required.
REQUIREMENTS
- Bachelor’s Degree in Civil Engineering, Construction Management or related field preferred.
- 15+ years experience in heavy civil, highway, and bridge construction.
- PENNDOT, MDSHA, WVDOT, DELDOT, VDOT experience.
- Experience delivering large complex DOT projects.
- Proven success scaling a construction Division.
- Strong financial, operational, and strategic leadership skills.
- Proven ability to lead and develop high-performing teams.
- Commitment to safety and quality across Division.
- Experience in Dam Construction and Roller Compacted Concrete preferred.
- Design/Build and Joint Venture experience preferred.
