Description
Applicants seeking short-term or part-time work with the University Hawai'i may apply for Casual Hire positions, which include administrative, professional, and technical (APT) or instructional-type positions. Because of the temporary nature of these appointments, Casual Hire employees are not eligible for most benefits as provided to regular BOR and Civil Service employees such as paid leave and holidays. Casual Hire appointments may last for up to 89 days for full-time employees, and up to 1 calendar year for part-time employees.

Work Schedule: Monday to Friday, up to 19 hrs/week

Temporary/Permanent: Temporary (89 day hire)
Other Conditions: To begin approximately July 2, 2026 or as soon thereafter as possible. Renewal dependent upon satisfactory performance, program needs, and availability of funds.
Duties and Responsibilities:
- Serves as resource and advises the Office of the Vice President for Community Colleges and Community College campuses in the areas of human resources.
- Responsible for assisting campuses in areas such as classification, recruitment, benefits, labor relations, contract interpretations, and other areas as needed.
- Other duties as assigned.
Minimum Qualifications:
- Possession of a baccalaureate degree in Education, Business Administration or related field and 7 years of progressively responsible professional experience in human resources administration with responsibilities for assessing training needs, developing and conducting training; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Functional knowledge of principles, practices and techniques in the area of human resources management, training program and labor relations as demonstrated by knowledge, understanding and ability to apply concepts, terminology.
- Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with human resources management.
- Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the area of higher education administrative support.
- Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
- Demonstrated ability to operate a personal computer and apply word processing software.
- Ability to follow through with instructions and meet stated deadlines.
- Ability to work independently and as part of a team with strong organizational skills.
- Ability to develop engaging training materials that align with internal standards and external regulations and convey complex policies and training materials clearly and accurately.
- Demonstrated ability to analyze, interpret, and apply statutes, collective bargaining provisions, and human resources and administrative policies, procedures, and rules to a wide range of complex issues.
- Proven ability to organize, prioritize, and efficiently manage multiple responsibilities while excelling at multitasking and performing effectively under pressure in deadline-driven environments.
- Demonstrated ability to exercise tact, confidentiality, sound discretion and judgment and timeliness in performance of work.
Desirable Qualifications:
- Demonstrated ability to synthesize information from various sources and clearly present them verbally and in writing to a variety of sources.
- Experience with unionized employee groups which demonstrates knowledge of the conditions of service typical for unionized work environment.
- Considerable working knowledge of the University of Hawai‘i’s organizational structure and key governing policies and procedures, including UH Systemwide Policies and Procedures Information System (PPIS) and relevant Hawai‘i Revised Statutes (HRS).
