Position Summary
The Manager of Talent Acquisition and Programs is responsible for leading the organization’s talent acquisition strategy, career navigation initiatives, and student workforce development programs. This role oversees recruitment operations, workforce pipeline initiatives, educational assistance programming, and student engagement opportunities to support organizational workforce needs and long-term talent development.
The Manager partners closely with operational leadership, HR Business Partners, educational institutions, and executive leadership to strengthen recruitment outcomes, develop workforce pipelines, support employee career growth, and enhance the candidate and employee experience. This role serves as a strategic leader focused on attracting, developing, and retaining talent while supporting operational excellence and organizational culture.
Key Responsibilities
Talent Acquisition Leadership
- Lead and oversee all aspects of the recruitment and hiring process across the organization.
- Develop and implement strategic recruitment initiatives aligned with workforce and organizational priorities.
- Supervise, mentor, and develop Talent Acquisition and Program team members, including recruiters, career navigation staff, onboarding specialists, and student program coordinators.
- Establish performance expectations, accountability standards, and operational goals for assigned team members.
- Foster a customer-service focused culture emphasizing responsiveness, professionalism, and collaboration.
Recruitment Operations
- Manage recruitment workflows, requisition management, candidate pipelines, and hiring processes to improve efficiency and reduce time-to-fill.
- Partner with HR Business Partners and operational leaders to ensure open positions reflect true workforce needs and align with approved staffing plans.
- Monitor aging requisitions and collaborate with leaders to develop recruitment strategies and operational solutions.
- Oversee recruitment process standardization, interview practices, offer management, and onboarding coordination.
- Ensure compliance with organizational policies and all applicable employment laws and regulations.
- Support employer branding initiatives, recruitment marketing efforts, and community outreach activities.
- Ensure staffing levels align with department productivity and requisitions.
Career Navigation & Workforce Development
- Oversee career navigation and employee development programs designed to support workforce retention and advancement.
- Lead administration and oversight of educational assistance programs, including tuition reimbursement, certification assistance, student loan assistance, and workforce development initiatives.
- Collaborate with leaders and employees to promote career growth opportunities and internal career pathways.
- Assist in the development of workforce planning and succession planning strategies.
- Support employees in identifying educational and professional development opportunities aligned with organizational needs.
Student Programs & Pipeline Development
- Oversee student workforce initiatives including internships, apprenticeships, externships, residency programs, and high school worker programs.
- Develop and maintain partnerships with schools, colleges, universities, and community organizations to strengthen workforce pipelines.
- Coordinate student recruitment activities, career fairs, outreach events, and workforce development partnerships.
- Ensure student programs provide meaningful learning experiences while supporting operational needs.
- Evaluate program outcomes and recommend improvements to strengthen long-term workforce sustainability.
Candidate & Employee Experience
- Promote an exceptional candidate and employee experience throughout recruitment and career development processes.
- Build strong partnerships with hiring managers by serving as a strategic advisor on recruitment practices, workforce trends, and talent strategies.
- Support leaders with interview guidance, candidate evaluation, and selection practices.
- Ensure timely, professional, and service-oriented communication with candidates, students, employees, and leaders.
Data, Reporting & Continuous Improvement
- Monitor and analyze recruitment and program metrics including time-to-fill, vacancy rates, retention trends, program participation, and workforce pipeline effectiveness.
- Utilize data to identify opportunities for operational improvement and strategic workforce planning.
- Lead continuous improvement initiatives related to recruitment systems, workflows, and program operations.
- Assist in development and management of recruitment and program budgets, contracts, and vendor relationships.
Compliance & Organizational Support
- Ensure compliance with EEOC, FCRA, labor regulations, educational assistance guidelines, and organizational policies.
- Partner with HR leadership and Employee Relations regarding recruitment-related compliance concerns and hiring decisions.
- Maintain knowledge of healthcare workforce trends, recruitment strategies, and workforce development best practices.
- Participate in organizational committees, workforce initiatives, and community engagement efforts.
Qualifications
Education
- Bachelor’s degree in Human Resources, Business Administration, Healthcare Administration, Education, or related field required.
- Master’s degree preferred.
Experience
- Minimum of 5-10 years of progressive experience in healthcare recruitment, talent acquisition and workforce development.
- Prior leadership or team management experience required.
- Experience managing full-cycle recruitment processes and employee development programs required.
Knowledge, Skills & Abilities
- Strong knowledge of creative recruitment strategies, workforce development, and employee engagement practices.
- Knowledge of employment laws, recruitment compliance, and educational assistance program administration.
- Demonstrated leadership, coaching, and team development skills.
- Excellent communication, relationship-building, and organizational abilities.
- Strong analytical and problem-solving skills.
- Ability to manage multiple priorities in a fast-paced environment.
- Experience with applicant tracking systems, HRIS platforms, and workforce analytics.
- Strong customer service orientation and collaborative leadership style.
Preferred Certifications
- SHRM-CP, SHRM-SCP, PHR, or SPHR preferred.
- Healthcare Human Resources certification preferred.
