INTRODUCTION
The Housing Program Supervisor is responsible for overseeing the development, administration, and monitoring of federally funded disaster and entitlement programs and projects being implemented in areas recovering from natural disasters. The primary responsibility will be to ensure that housing programs are eligible under local, state, and federal regulations; adhere to the HUD-approved Action Plan; and maintain proper documentation to support all eligible expenses incurred by the disaster agency. The position also assists in implementation of complex housing programs including new multi-family rental developments, reconstruction, and/or rehabilitation of multi-family rental housing or similar projects. The incumbent is expected to provide high-level expertise across a broad range of subject matter areas including HUD housing standards, project management, compliance and monitoring, federal reporting, procurement, and HUD standardized construction and eligibility standards applicable for each project. This position requires travel of up to 50%, depending on project needs and workload.
JOB DUTIES:
- Provides material assistance to the structure and implementation of housing projects involving multiple layers of funding and compliance considerations
- Provides management oversight of many different types of disaster and entitlement programs, including infrastructure, public facilities, public services and administrative functions
- Develops and implements policies, procedures, and SOPs to include federal and state funding requirements; applies local municipality program standards
- Manages and tracks agency spending and project progress; reconciles program budgets and provides regular budget reporting to state and local agencies
- Interfaces with client agencies as well as senior program staff
- Ensures the delivery of timely, effective, and high-quality results to support the goals of the disaster recovery client and program
- Ensures provision of high-quality service to all clients, acting as necessary to maintain the firm's high reputation for superior client services
- Other duties as required
SUPERVISORY RESPONSIBILITIES:
- Will have direct supervision of lower-level staff to include administrative support workers, and team leads
QUALIFICATIONS, KNOWLEDGE, SKILLS AND ABILITIES:
Education:
- Bachelor’s degree in Public Policy and Administration, Construction Management, Project Management, or Business Administration, required
- Master’s degree in Public Policy and Administration, preferred
Experience:
- Three (3) or more years’ experience with state and local governments, and the types of initiatives/programs necessary to help them build their economy and culture, required
- Three (3) or more years’ of direct experience with the development and implementation of complex housing programs, required
- Three (3) or more years’ experience with HUD housing programs and housing financing resources (e.g., HOME, SAIL, tax credits, and/or bonds), required
License/Certifications:
- N/A
SOFTWARE:
- Proficiency with Microsoft Office (e.g., Word, Excel, PowerPoint), required
- Proficiency with project management software, preferred

- Ability to internally monitor all program and project activities to ensure quality control and quality assurance and preparedness for Federal audits of program activities
