Position Summary:
The Manager, Impact Operations supports United Way of Greater Kansas City’s mission by helping individuals and families access direct assistance and navigate available community and public resources. This role focuses on intake, eligibility verification, documentation, and processing of assistance across a range of United Way programs. The Manager also conducts outreach to referred clients, provides high quality guidance on additional services, and contributes to required reporting and program improvement efforts.
Working with compassion and professionalism, the Manager ensures that each household is supported with dignity while maintaining accurate records and supporting the operational effectiveness of UWGKC’s impact programs.
Responsibilities:

Program & Operational Management
- Oversee the operational delivery of multiple concurrent assistance programs, each with distinct eligibility criteria, funding requirements, compliance standards, and geographic scope.
- Interpret and apply program rules and funding guidelines to ensure consistent, accurate, and equitable implementation across programs.
- Own and manage program workflows, timelines, and priorities, balancing competing demands and adjusting operations to meet changing needs.
- Monitor program utilization, spending levels, and operational risks; provide updates and recommendations to leadership as needed.
Leadership & Functional Oversight
- Provide functional leadership and direction to contracted case managers, social workers, and service providers delivering program services.
- Establish clear expectations, workflows, and quality standards for contracted partners; monitor performance and ensure adherence to program and compliance requirements.
- Serve as the primary point of accountability for contracted service delivery related to intake, documentation, eligibility determination, and client file integrity.
- Collaborate internally to align staff and contractor activities with organizational priorities and program goals.
Client Intake, Eligibility & Case Oversight
- Ensure a person centered, trauma informed approach is embedded across intake, assessment, and client communications.
- Oversee collection, review, and verification of client documentation to confirm eligibility and compliance with program and funder requirements.
- Exercise sound judgment in complex or sensitive client situations, including escalations or exceptions requiring interpretation of policy or guidelines.
- Ensure client advocacy and navigation activities are conducted ethically, respectfully, and in alignment with consent and confidentiality requirements.
Confidentiality, Compliance & Risk Management
- Serve as an operational steward for sensitive client, personal identifiable information (PII), and potentially HIPAA protected data.
- Oversee execution and maintenance of confidentiality agreements, releases of information, and appropriate data sharing protocols.
- Manage and monitor access to multiple case management, data tracking, and partner platforms to ensure data integrity and minimize organizational risk.
- Review client case files and partner documentation to ensure adherence to program rules, audit readiness, and compliance with funder and organizational standards.
Financial & Cross Functional Collaboration
- Coordinate closely with Finance to review assistance payment requests, validate supporting documentation, and ensure timely and accurate processing.
- Support allocation and reimbursement processes with partner agencies in accordance with program rules and funding requirements.
- Collaborate with IT to support system access, platform functionality, and secure handling of sensitive operational data.
- Act as an operational liaison with external agencies, ensuring alignment with UWGKC standards, timelines, and compliance expectations.
Reporting, Quality Assurance & Continuous Improvement
- Analyze program activity, trends, and operational challenges to identify risks, inefficiencies, and improvement opportunities.
- Lead or contribute to quality assurance efforts to strengthen consistency, documentation standards, and service delivery outcomes.
- Support preparation of reports related to program performance, compliance, and operational effectiveness.
- Recommend and implement process improvements to enhance efficiency, effectiveness, and client experience.
Qualifications
- Education: Bachelor’s degree preferred in Social Work, or related field.
- Professional Experience: Equivalent professional experience (minimum 3 years) in case management, care coordination and/or client advocacy preferred.
- Community Services: Familiarity with social service landscape in the Kansas City Region, Western Missouri and Eastern Kansas is required, experience providing navigation of social services in these regions is preferred.
- Technical Proficiency: Experience working in one or more databases for case management or care navigation. Ability to maintain accurate call records. Experience in creating client case files with documentation to demonstrate program eligibility. Proficient in Microsoft Office Suite and in Microsoft Teams as well as SharePoint.
- Project & Performance Management: Strong skills in preparing, explaining, and monitoring performance metrics. Ability to manage a wide range of programs, prioritize workload, and meet deadlines.
- Interpersonal Skills: Excellent interpersonal and communication skills, with a high level of emotional intelligence and the ability to influence and build trust. Known for sustaining long-term, impactful relationships.
- Communication: Excellent phone and customer service skills, strong oral and written communications skills. Must be able to work with diverse populations and with individuals experiencing personal crisis with curiosity, care, professionalism, and empathy. Bi-lingual Spanish preferred but not required.
- Organizational Skills: Demonstrated success in project management with a high degree of reliability, thoroughness, consistency, and attention to detail.
