Job Description
Atlas Technical Consultants is seeking an experienced Environmental Operations Manager to lead and grow our Environmental Services practice in Burlington, NJ. This leadership role is responsible for technical excellence, operational performance, staff development, and business growth across a broad range of environmental consulting services.
The successful candidate will bring a balance of technical depth, people leadership, and business development capability, with a proven ability to manage complex client programs while developing high-performing teams and maintaining strong financial results.
Core Responsibilities
1) Operational & Technical Leadership
- Direct and oversee the development, delivery, and performance of environmental services, including:
- Environmental Due Diligence (Phase I & II ESAs)
- Underground Storage Tank (UST) assessment, remediation, and closure
- Environmental site characterization, sampling, and remediation design/implementation
- Emergency response management
- Industrial wastewater, hazardous waste, oil pollution prevention, and air emissions permitting, planning, and compliance
- Stormwater permitting and compliance
- Industrial client environmental permitting and regulatory compliance
- Industrial Hygiene service lines including asbestos, lead and indoor air quality surveys
- Other related environmental services as business needs evolve
- Ensure all work is performed in accordance with applicable environmental regulations, codes, standards, and Atlas policies and procedures
- Perform or direct QA/QC reviews of reports, proposals, client communications, and regulatory submissions
2) Project & Financial Management
- Manage or oversee environmental projects, ensuring:
- On-time and on-budget delivery
- Compliance with contractual and technical requirements
- Maintenance of project-level profitability and financial performance
- Prepare, review, and approve project proposals, cost estimates, scopes of work, and budgets
- Participate in branch budgeting, forecasting, backlog planning, and operational reporting
- Utilize strong project management, technical, and business acumen to achieve targets for revenue, margins, cash management, and client satisfaction
3) Business Development & Client Management
- Drive business development activities to maintain backlog and achieve budget and growth goals
- Identify, develop, and sustain long-term relationships with commercial, industrial, municipal, and state/local clients
- Lead proposal development efforts and client presentations
- Collaborate with other Atlas service lines and branch groups to identify synergies, cross-selling opportunities, and efficiencies
4) People Leadership & Talent Development
- Lead, manage, and mentor environmental staff, including project managers, scientists, engineers, and technical personnel
- Supervise daily activities of project teams to ensure deliverables meet scope, schedule, quality, and budget expectations
- Manage employee performance through:
- Clear task assignments and expectations
- Ongoing coaching, mentoring, and feedback
- Skill development and succession planning
- Support recruiting, hiring, onboarding, and staff utilization efforts in coordination with branch leadership

Required / Preferred Qualifications
- Bachelor’s degree in Environmental Science, Engineering, Geology, Industrial Hygiene, or a related field
- Minimum 15 years of directly related environmental consulting experience
- Demonstrated experience in:
- Environmental due diligence
- Site characterization and remediation
- Regulatory permitting and compliance
- Industrial monitoring and compliance programs
- Indoor air quality and environmental risk management
- Strong working knowledge of major environmental and safety regulations, including:
- RCRA, CERCLA, CWA, CAA, OSHA, TSCA, EPCRA
- Professional Engineer (PE), Professional Geologist (PG) or Licensed Site Remediation Professional (LSRP) registration strongly preferred
- Other certifications such as CHMM, CIH, CSP considered
- OSHA 40-Hour HAZWOPER (current refresher required)
- Valid driver’s license with acceptable driving record
- Willingness and ability to travel as required
- Proficiency with standard office software and business/accounting systems
