INTRODUCTION
National Grid is hiring an Analyst for our Third-Party Attachments team, based in Syracuse, NY. This is a Hybrid role with at least 2 days a week in office. Job Purpose
National Grid is seeking an Analyst to join the Third-Party Attachments team as an Attachment Compliance and Enforcement Coordinator in Syracuse, NY. Reporting to the New York Third Party Attachments Manager, this role is responsible for tracking third-party violations and notices of noncompliance, understanding regulatory requirements and supporting compliance efforts, and coordinating post-construction and special inspections for third-party applications. The position also involves developing and maintaining status reports to monitor violation resolution, as well as managing relationships with internal stakeholders and external customers to support effective scheduling and coordination.
Third party attachments is a function of the Transmission & Distribution Line Engineering and Standards organization and is responsible for the end to end management of third party applications for attachment to National Grid distribution and sub-transmission assets, including application intake, invoice, design and electric make ready coordination, and licensing. National Grid is required to allow access to 3rd party customers (including telecommunications companies and ISP’s, among others) to make attachments to our sole and jointly owned Distribution Poles.
As a pole owner, National Grid reserves the right to perform post construction and special inspections to ensure attachments placed on National Grid sole and jointly owned poles adhere to National Electric Safety Code (NESC) and National Grid standards. This non-field based role focuses on the overall management and coordination of those inspections in New York.
Key Accountabilities
- Responsible for the thorough understanding and consistent, non-discriminatory application and monitoring of 3rd Party Attachment policies and procedures, and information systems within National Grid’s upstate New York (NMPC) jurisdiction including (but not limited to):
- Coordination with customers and approved vendors associated with management of special and post construction inspections
- Developing understanding of applicable National Grid Standards, NESC standards, Attachment Licenses, Contracts and Legislation pertaining to inspections and violation remediation
- Management of data, software and trackers associated with inspection program
- Regulatory reporting of 3rd Party Attachments inspection program
- Coordination with Internal and External Design Engineering teams pertaining to field inspections
- Occasional coordination with joint pole owners for reconciliation towards inspection remediation
- Supporting third party attachments team and Non-Utility Billing (NUB) for billing / invoicing associated with inspections
- Accountable for establishing and maintaining positive working relationships, internally and externally with a focus on the resolution of special and post construction inspections, including inspection billing / invoicing, third party company performance and fulfillment of National Grid’s contractual obligations.
- Responsible for development and management of key performance indicators (KPI’s) and metrics identifying trends of current and historic inspection results, including data rates by violation type, attacher and other key metrics related to the program.
- Assisting in the development and implementation of asset and business strategies, policies, and procedures relevant to the inspection program within the upstate New York jurisdiction to assure National Grid meets customer requirements and maintains safety and system reliability.
QUALIFICATIONS
Required:
- Associate degree in the fields of Engineering, Business Administration, Information Management / Technology, or equivalent 1-3 years qualifying experience.
- Developing knowledge of applicable OSHA, NEC/NESC and National Grid standards.
- Strong overall PC skills with proficiency in MS Office Suite; especially MS Excel, Power Point, Outlook, and Word. Experience with Access, Visio beneficial, but not essential.
- Understanding of safe/acceptable work practices related to OH and UG distribution facilities and communications space.
- Understanding of process improvement and problem-solving techniques.
- Ability to understand contracts, orders, standards, engineering design drawings and technical information.
- Technical communication skills for the development of policy, processes, training, and presentation documentation.
- Analytical skills to aggregate and interpret information from different systems to aid in decision making.
- Ability to develop understanding of legislative and regulatory directives relating to all aspects of the associated utility infrastructure attachments.
- Provide the required support for the proper representation of National Grid’s position to regulatory and legislative staff in designated proceedings and associated regulatory Information Requests.
- Valid driver’s license and acceptable driving record.
Preferred:
- Developing understanding of STORMS, GIS, PowerPlan, SAP, Business Objects.
- Familiarity of advanced data analytic / visualization software such as Power BI or Tableau.
- Knowledge of budget process, financial accounting, customer relations and account management, engineering and design process, operations, and associated procurement and regulatory processes.
Salary
$75,000 - $88,000 a year
National Grid utilizes an assessment that evaluates the job qualifications/characteristics using AI or statistically based scoring.
