About the Role: In this senior leadership role, you will be responsible for building and leading the firm’s Program and Construction Management (PMCM) division, transforming it from a subconsultant-led practice into a prime-contracting business serving public agency clients directly. This role goes beyond managing existing contracts—it is an opportunity to shape the vision, strategy, and operating model of a growing division. The Director will initially oversee delivery and personnel supporting public sector work while actively positioning the firm to pursue and win prime PMCM contracts with agencies such as NYC DDC, NYCHA, MTA, DASNY, OGS, and more. You will establish the systems, teams, and client relationships required to scale the practice, expand market presence, and transition from supporting large private CM firms to serving public owners directly. The ideal candidate is a builder and leader - someone motivated by the challenge of creating something meaningful, taking ownership of growth, and making the division their own. This role blends hands-on project delivery excellence with strategic planning, client development, and long-term market growth.
Role & Responsibilities
- Own and scale the Program & Construction Management (PM/CM) practice, setting up the growth strategy, service-line priorities, and execution plan to expand revenue, backlog, and market presence across key public sector clients.
- Lead delivery excellence across PM/CM engagements by establishing and enforcing project controls, risk management, QA/QC expectations, and performance standards—ensuring consistent on-time, on-budget delivery and high client confidence.
- Act as a senior client leader and relationship owner—building deep, durable relationships with key public sector stakeholders, creating repeat work, and expanding account penetration through proactive engagement and responsiveness.
- Drive pre-positioning and capture strategy for upcoming CM opportunities: identify target pursuits early, shape teaming approaches, and coordinate with internal stakeholders to increase win probability and secure strategic roles on new work.
- Support pursuits and proposal efforts as a technical and strategic leader, contributing to project approaches/methodologies, resourcing recommendations, and other inputs that strengthen competitiveness and differentiate Infinite’s PM/CM offering.
- Build and energize the team—recruit, hire, develop, and retain high-performing PM/CM field staff; set clear expectations; coach performance; and foster a fast-paced, high-energy culture of accountability, collaboration, and continuous improvement.
- Expand teaming networks and market visibility by engaging in industry events and relationship-building activities that increase brand awareness, strengthen partner channels, and improve access to decision-makers and teaming opportunities.
Skills, Education, and Experience Qualifications:
- 10+ years of construction management experience, with a proven track record in managing public sector CM projects, particularly in the NYC metro area.

- Possess a doer-seller mindset with the ability to deliver high-quality CM services while actively pursuing new business opportunities with public sector clients.
- Professional Engineer (PE) license or Certified Construction Manager (CCM) certification preferred.
- Strong leadership, interpersonal, and client management skills.

Which companies sponsor visas for director of program management roles in New York?
Financial institutions such as JPMorgan Chase, Citigroup, and Goldman Sachs regularly sponsor directors of program management, as do technology firms including Google, Amazon, and IBM with significant New York operations. Healthcare and pharmaceutical companies like Pfizer and Memorial Sloan Kettering also hire at this level with visa sponsorship. Large enterprise employers with established immigration programs are the most consistent sponsors for senior program management roles.
Which visa types are most common for director of program management roles in New York?
The H-1B is the most common visa category for director of program management positions in New York, as these roles typically require a bachelor's degree or higher in a relevant field such as engineering, computer science, or business. Candidates already holding L-1A intracompany transferee status, O-1 extraordinary ability visas, or TN status may also pursue these roles. Senior directors sometimes have employer-sponsored green card processes initiated through the EB-2 or EB-3 employment-based categories.
Which cities in New York have the most director of program management sponsorship jobs?
Manhattan accounts for the overwhelming majority of director of program management sponsorship opportunities in New York, driven by its concentration of financial services, media, advertising technology, and enterprise tech firms. Are there any state-specific or role-specific considerations for director of program management sponsorship in New York?
New York City's competitive hiring market means director-level program management roles often require demonstrated experience managing cross-functional teams and large program budgets, which strengthens the specialty occupation case for H-1B petitions. New York State also has active Department of Labor oversight of prevailing wage compliance, so employers sponsoring at the director level must ensure compensation meets the applicable wage level for the occupation and geographic area. Candidates should confirm any offer explicitly includes employer-paid sponsorship costs.
What is the prevailing wage for sponsored director of program management jobs in New York?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
