Position Overview:
Tetra Tech is seeking an experienced Program Manager with direct FEMA Public Assistance (PA) experience to oversee multiple PA projects within our Disaster Recovery Division. You will lead client facing teams that translate federal requirements into timely, compliant grant outcomes. Responsibilities include representing Tetra Tech with clients, FEMA, engineers, and applicants; organizing and submitting documentation in the Grants Portal; preparing Project Worksheets (Categories A–G) and Cost Estimates; drafting and responding to RFIs; and driving projects from intake through closeout. This role blends hands-on grant delivery, applicant advocacy, and frequent travel for onsite assessments and stakeholder coordination, while ensuring program consistency, quality, and financial performance across an operational area. This position will require travel periodically for extended periods based on project and company needs.
Responsibilities:
- Support business development activities and proposal efforts.
- Respond quickly to Director and Deputy Directors to support project implementation and organizational priorities.
- Oversee assigned staff to ensure project tasks are completed and objectives met.
- Prepare project work plans, schedules, and cost estimates to meet client requirements.
- Monitor project execution for compliance with corporate procedures, FEMA rules, and applicable laws and regulations.
- Design and maintain accessible project records to meet client and audit requirements.
- Manage project financials to protect profitability: baseline management, change control, invoicing, AR tracking, and minimizing non-billable costs.
- Negotiate plans, schedules, and estimates within project financial limits.
- Maintain client communication to ensure satisfaction and identify supplemental work.
- Maintain up-to-date knowledge of FEMA grant programs to advise clients, managers, and project teams.
- Deploy regularly to disaster-affected areas to support field operations, damage assessments, and coordination with local stakeholders.
- Additional duties as required.
Required Qualifications:
- 10+ years of experience in emergency management, disaster recovery, or equivalent experience in federal/state grantor agencies.
- Working knowledge of federal grant programs, specifically FEMA grant programs, including related statutes, regulations, policies, and processes. A combination of industry experience and degree may be substituted.
- Ability to travel frequently to disaster-affected locations for extended assignments, including deployment on short notice.
- Prior supervisory or team lead experience managing multidisciplinary project teams.
- PC, Microsoft Office Suite knowledge required (specifically strong Excel skills).
- Ability to learn project-specific computer systems as needed (specifically SharePoint and proprietary computer systems).
Preferred Qualifications:
- Masters’ degree from an accredited institution.
Location:
- This is a hybrid role with remote flexibility. When not deployed or supporting on-site client activities, employees may work from home and are not required to report to a physical office.
- Candidates must be based in or willing to relocate to the U.S. West Coast, with preference for one of these locations:

- Hawaii
- Nevada
- Arizona
- Washington
Compensation:
The pay range for this position is between $130,000 to $160,000 annually. However, the pay offered may vary depending on primary work location, job-related knowledge, skills, experience, and internal parity.
