Position Summary
The Safety Program Supervisor/Manager provides goals, allocates resources, assigns responsibilities, and evaluates performance for the project’s Health & Safety program. This role is responsible and accountable for the overall effectiveness of the Project Safety and Security Plan, ensuring full cooperation and support from employees, subcontractors, and suppliers.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Develop, implement, and continuously improve project safe work practices, procedures, and field safety tools/forms.
- Ensure compliance with corporate standards, client requirements, and all applicable federal/state/local regulations.
- Lead onboarding/orientation and deliver/coordinate required safety training (including first aid/FA-CPR-AED where applicable).
- Conduct routine site inspections/audits and partner with field leadership to correct hazards and close findings promptly.
- Develop, maintain, and communicate the project Site-Specific Health, Safety & Security Plan (SSHSSP) and related safety plans.
- Manage incident/near-miss reporting and investigations; ensure corrective actions are implemented and verified.
- Support claims and return-to-work coordination as needed, including communication with insurance/medical partners.
- Coordinate subcontractor safety alignment: pre-task planning expectations, SSHSSP distribution, and verification of compliance in the field.
- Participate in project meetings (initiation, pre-construction, handover) to integrate safety planning into execution and schedule.
- Produce required safety observations and reporting (monthly/quarterly), maintain safety records/logs, and provide metrics to leadership.
- Serve as the point of contact during client/insurance safety walkthroughs and regulatory inspections.
- Support emergency preparedness and response (evacuation planning, drills, site command coordination) and be available for urgent safety matters or designate coverage.
EDUCATION, SKILLS & QUALIFICATIONS
- Bachelor’s degree in Occupational Safety/Health, or an equivalent combination of relevant training and experience.
- Minimum 10 years of safety experience in heavy civil and/or marine construction.
- OSHA 30 and/or OSHA 500 certification required.
- Must be comfortable traveling frequently across six active project sites in Pennsylvania.
- Strong working knowledge of—and ability to enforce—federal, state, local, and company safety regulations.
- Demonstrated ability to identify hazardous conditions and drive practical corrective actions.
- Proven ability to educate, influence, and build engagement around a strong safety culture.
- Excellent written/verbal communication and strong interpersonal skills.
- Proficient computer skills (Microsoft Office and safety reporting tools).
