Overview
The Contract Administrator II will be responsible for overseeing the contract life cycle of all assigned product and professional service contract categories. Strategic activities include, but are not limited to, extraction and evaluation of data, creation of reports and recommendations for improvements related to: contract formulation, drafting contract language, requests for proposals, negotiations, performance monitoring, and legal compliance. The Contract Administrator II uses independent judgment, creative thinking and knowledge of new laws & regulations and contract trends to resolve contract issues and minimize risk/impact on business goals and objectives. Supports Riverside Health System's (RHS) efforts to establish, implement, maintain and continually improve a quality management system for contracting that ensures externally procured products and services conform to expectations and requirements per regulatory agency recommendations, and ISO-9001 guidelines.
What you will do
- Work collaboratively with RHS clinical and non-clinical departments and vendors to ensure the continuity and support of a sound contracting business function. Utilize the Group Purchasing Organization (GPO) to implement and monitor contractual agreements and pricing.
- Perform periodic contract review analysis to ensure the satisfactory completion of contractual obligations and deliverables, and notifies vendors of any deviation in regards to performance expectations, contracted pricing or compliance-related issues, to include the implementation of formal corrective action plans.
- Represent the RHS Supply Chain Management department as a contractual authority, and as such, perform all duties and responsibilities in a timely and professional manner while promoting partnership with internal customers.
- Serve as a negotiator and facilitator with vendors to achieve favorable resolution for RHS in contractual disputes. Consult with the RHS Legal and Compliance departments to ensure thorough review of complex contracts. Maintain a functional knowledge base of contract law, regulations (e.g. OIG, DNV, HIPAA) and other applicable statutes to benefit RHS in the negotiation process.
- Work directly with customers via active participation in RHS’ Value Analysis program to achieve product, service, and equipment acquisitions consistent with standardization of all RHS sites and document cost savings achieved.
- Oversees and facilitate formal bid processes and projects.
- Obtain and maintain Business Associate Agreements to ensure compliance with state and federal regulatory requirements and HIPAA Rules.
- Work closely with Procurement Specialists to ensure all applicable contracts are being utilized to achieve the highest level of cost savings and standardization.
- Regularly interact with the Accounts Payable department to effectively resolve contract related invoice and payment discrepancies.

Education
- Bachelors Degree, Business Administration, Finance or Accounting (Required)
- Masters Degree, (Preferred)
Experience
- 3-4 years Relevant contract experience (Required)

- Proficiency with Microsoft Office applications and Enterprise Resource Planning (ERP) systems
- Strong analytical ability with keen eye for detail
