Job Title: Juvenile Court Programs Quality Assurance Administrator (WMS02)

The Department of Children, Youth and Families (DCYF) is seeking an experienced and mission-driven leader to provide leadership and oversight to ensure local juvenile courts and Tribal Governments have access to high-quality, evidence-based services for youth and families. This key leadership position has responsibility for the statewide implementation, monitoring, and ongoing quality assurance of JR-funded evidence-based programs delivered through juvenile courts and Tribal Governments.
The Opportunity:
You will provide statewide program management and strategic oversight for the Alternative Choice Training (ACT), Coordination of Services (COS), and Education and Employment Training (EET) programs. The role includes responsibility for maintaining statewide training content, program manuals, and curricula, and for ensuring alignment with fidelity standards and evolving best practices. As a statewide subject matter expert, you will provide leadership in policy development, program design, cross-system implementation, and ongoing quality assurance and quality improvement. Through this role, you will help advance evidence-based interventions that reduce further involvement in the juvenile justice system and promote positive youth outcomes.
Some of what you will do:
- Provide statewide program management and strategic oversight for the Alternative Choice Training (ACT), Coordination of Services (COS), and Education and Employment Training (EET) programs.
- Manage program consultant contracts and procure external expert trainers as needed, overseeing those contracts to ensure alignment with program goals and compliance with state requirements.
- Develop, maintain, and implement statewide quality assurance plans and ensure that programs adhere to evidence-based models and continuous improvement processes.
- Establish and update policies, procedures, curricula, facilitator guides, and participant manuals to maintain program accuracy, relevance, and alignment with national best practices.
- Monitor program fidelity, assess outcomes, and track performance metrics for facilitators, using data to identify training and technical assistance needs.
- Contribute to legislative reports by drafting language that reflects the current status, outcomes, and statewide implementation of programs and provide data-informed recommendations for legislative understanding.
- Serve as a key member of the statewide juvenile justice quality assurance team to promote best practices and equity in evidence-based programming.
- Conduct initial and annual onsite program reviews/evaluations for ACT, COS, and EET in counties across Washington State and prepare detailed evaluation reports and program summaries for facilitators, juvenile court administrators, and other stakeholders following all site visits.
- Respond to program related inquiries on behalf of the agency.
- Track quality assurance metrics for ACT, COS, and EET facilitators and uses the findings to identify training and technical assistance needs.
Required Qualifications:
A Bachelor’s degree and five years of professional experience in a management position, AND
- Three years of contract management/monitoring experience.
- Three years overseeing a program and/or providing program quality assurance oversight.
Knowledge of: overseeing and implementation of major programs, general understanding of Evidenced Based Program quality assurance, strategic and tactical planning, juvenile justice program development, and state and local agency collaboration.
OR
Seven years of professional experience in a management position, AND
- Three years of contract management/monitoring experience.
- Three years overseeing a program and/or providing program quality assurance oversight.
AND
- The ability to take action to learn and grow.
- The ability to take action to meet the needs of others.
Note: Experience must include overseeing and implementation of major programs, general understanding of Evidenced Based Program quality assurance, strategic and tactical planning, juvenile justice program development, and state and local agency collaboration.
