SUPERVISES: Program/Contractors/Directors;
JOB SUMMARY:
The Program Director serves as the agency administrator as outlined in the regulations of the Arizona Department of Health Services Licensing, and is fully authorized and empowered to carry out the provisions of that Article. This also includes that compliance is maintained with the standards expressed by the Joint Commission. He/she establishes the overall direction of the agency and ensures that it remains driven by its mission and vision. He/she oversees the general business of the agency, facility management, quality assurance, and holds the final responsibility for its quality of care, treatment and safe and efficient operation. Provides supervision for the agency directors as well as represents the agency at various functions, organizations, and with customers. Markets to appropriate people and institutions.
ESSENTIAL JOB FUNCTIONS:
1. Provides guidance and leadership regarding the agency’s overall direction, focus, vision, and mission.
2. Conducts strategic and long-range planning for the agency.
3. Supervises the agency’s Management Team.
4. Covers Therapists and provides therapy as needed.
5. Oversees and monitors the agency’s daily business and practices.
6. Oversees the completion and submittal of such reports and records as may be required by contract agencies, referral sources, monitoring, auditing, accrediting and licensing agencies.
7. Ensures that the agency’s services are performed in an ethical, high-quality manner, resulting in a high-level of customer satisfaction.
8. Responsible for employees’ and agency’s compliance with all agency policies and procedures and National Accreditation Standards.
9. Provides staff access to all records and resources necessary for the performance of their duties.
10. Conducts the administrative functions specified as necessary by the agency’s governing authority, pursuant to the Arizona Administrative Code and Joint Commission Standards.
11. Ensures that the agency complies with all mandated laws, regulations, leases, ethical and professional standards and licenses, including but not limited to those promulgated by the A.R.S., ADHS A.C.A, JC, and the A.A.C.
12. Reviews and signs all agency contracts.
13. Serves as the agency’s administrative authority for addressing grievances submitted by employees, customers, clients, or others.
14. Oversees the marketing activities to both current and potential customers.
15. Designates in writing, a person who will serve as acting administrator when the Program Director is absent from the facility premises. This designate shall be over 21 years old and shall have access to all areas within the agency that are related to client care.
16. Ensures that crisis and emergency policies and procedures are understood and implemented.
17. Follows and enforces all the agency’s policies and procedures.
ESSENTIAL FUNCTION STATEMENT:

EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS
The agency Program Director will have a combination of education, experience and skills to perform the duties outlined above. He/she will also have demonstrated the competence to perform the administrative duties as specified by the Arizona Department of Health Services and Joint Commission Leadership related Standards and ensure that the agency is operating in substantial compliance with these regulations.
1. Possesses a Bachelor’s Degree, or higher, in psychology, counseling, education, social work, criminal justice, human services, or a management field.
2. At least four years of broad management experience in a behavioral health or social service agency.
3. At least four years of experience in supervising counseling or social/human services with expertise in social/human services Program development and evaluation.
4. Extensive experience and skills in staff supervision, training, and managerial principles and practices.
5. Thorough knowledge of the ADHS regulations, JC Behavioral Health Standards, and all requirements of professional clinical services.
6. A valid driver’s license and documentation of appropriate automobile insurance.
KNOWLEDGE, ABILITIES, AND ATTITUDES REQUIRED:
1. Knowledge and expertise in strategic and operational planning, administering, and monitoring counseling and social service Programs and systems, including knowledge and experience in contracts administration, budgeting, financial management, strategic planning, licensing regulations, human resources, marketing, and public relations.
2. Demonstrated compliance with and continued commitment to following the Ethical Code of his/her professional specialization, e.g. the American Counseling Association, the National Association of Social Workers, or the National Association of Drug and Alcohol Counselors.
3. Ability to prepare and analyze comprehensive reports.
4. Strong problem-solving skills and the ability to carry out assigned projects to their completion.
5. Strong interpersonal and leadership skills, including the ability to communicate effectively both verbally and in writing, establish and maintain effective working relationships, gain cooperation among competing interest groups, resolve conflicts, and effectively present a compelling vision and direction for the agency.
6. Ability to plan and organize the work of supervisees, as well as delegate, support, and manage the successful completion of projects.
7. Ability to maintain professional standards and demeanor, including the confidentiality of employees and client data and other sensitive information.
8. Demonstrated competence with and continued commitment to respect for cultural differences and diversity.
9. Recognition of the limits of one’s own professional expertise and the willingness to seek supervision and support as needed.
10. Makes clinical and organizational decisions with the clients’ and agency employees’ well-being and best interests in mind.
11. Knowledge of software Program for personal computer use, especially word processing, email, internet research, and spreadsheets.
12. Ability to pass background checks.
