ROLE DESCRIPTION
Arcadis is seeking a highly skilled and motivated Manager Program Controls Governance and Systems to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP). In this role, you will be responsible for reviewing the construction work plans and regular reporting on compliance and environmental permitting requirements.
We are working as the Delivery Partner along with team members and selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.
The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.
This is more than just a job — it’s a once-in-a-generation opportunity to contribute to a nationally significant infrastructure program that will reshape rail transportation, drive sustainable economic growth, and improve regional accessibility for millions. As part of this high-performing, multidisciplinary team, you will help deliver excellence on one of the most technically complex and high-profile projects in the world.
If you're seeking to make a meaningful, lasting impact — while advancing your career alongside some of the best minds in the industry — this is your moment.

Frame your credentials around infrastructure consulting deliverables
Arcadis evaluates Systems Engineers against client-facing project work, not just technical skills. Translate your experience into outcomes tied to infrastructure design, systems integration, or asset management so your background maps directly to their consulting engagements.
Target roles in Arcadis infrastructure and digital practices
Arcadis organizes hiring across practice areas like water, transportation, and digital. Systems Engineer openings in these verticals tend to have clearer sponsorship pathways because the technical requirements justify specialty occupation classification under H-1B.
Confirm your degree field aligns with the specific posting
USCIS scrutinizes specialty occupation eligibility closely in consulting. A Systems Engineering or closely related degree strengthens your petition significantly. If your degree is in a adjacent field, prepare documentation showing the direct connection to the role's duties.
Ask about sponsorship scope before your final interview round
Arcadis sponsors multiple visa categories depending on your situation. Clarify early whether the role supports H-1B transfer, new cap-subject filing, or OPT extension so you and the recruiting team are aligned before an offer is extended.
Use Migrate Mate to filter open Systems Engineer roles at Arcadis by visa type
Arcadis posts Systems Engineer positions across multiple locations and practice areas. Migrate Mate lets you filter specifically for sponsorship-eligible roles so you're applying to openings where the sponsorship process is already in scope for the hiring team.
Prepare for a longer PERM timeline if you're pursuing permanent residence
Consulting firms filing PERM for Systems Engineers must conduct a full DOL-supervised recruitment process. If green card sponsorship is part of your long-term plan, raise it during negotiations so your employer can build the timeline into your multi-year career track.
Frequently Asked Questions
Does Arcadis sponsor H-1B visas for Systems Engineers?
Yes, Arcadis sponsors H-1B visas for Systems Engineers. The company operates across infrastructure, environmental, and digital consulting practices where Systems Engineers are employed in specialty occupation roles that qualify for H-1B classification. Both new cap-subject filings and H-1B transfers from other employers are supported, depending on your situation and the specific role.
Which visa types does Arcadis commonly use for Systems Engineer roles?
Arcadis sponsors a range of visa categories for Systems Engineers, including H-1B, TN visa for Canadian and Mexican nationals, F-1 OPT and CPT for students completing degrees in the U.S., and Green Card pathways including EB-2 and EB-3 for longer-term employees. The right category depends on your nationality, current status, and where you are in your career.
What qualifications does Arcadis expect for Systems Engineer positions?
Arcadis typically looks for a bachelor's degree or higher in Systems Engineering, Electrical Engineering, Computer Engineering, or a closely related technical field. For consulting-focused roles, experience integrating complex systems on infrastructure or environmental projects carries significant weight. Strong project delivery experience and familiarity with systems lifecycle methodologies strengthen your application considerably.
How do I apply for Systems Engineer jobs at Arcadis?
You can browse and apply for Systems Engineer positions at Arcadis through Migrate Mate, which surfaces sponsorship-eligible openings so you know upfront whether a role supports your visa situation. When applying, tailor your resume to the consulting deliverables and infrastructure practice areas relevant to the specific posting rather than submitting a generic technical resume.
How do I plan my timeline if Arcadis is filing an H-1B for me?
Cap-subject H-1B registrations open in March each year for an October 1 start date. If you're on F-1 OPT, confirm your OPT expiration date and whether a STEM extension bridges the gap. Arcadis will need time to prepare the Labor Condition Application with DOL before filing the I-129 with USCIS, so engage the HR team several months before any deadline.
