INTRODUCTION
Tetra Tech AMT is looking for a Senior Program Analyst, with experience as an Air Traffic Controller and/or pilot (civil or military) coupled with strong program management, stakeholder engagement, and analytical skills, to support the Federal Aviation Administration.
ROLE AND RESPONSIBILITIES
Primary job duties and responsibilities may include, but are not limited to the following:
- Serve as Air Traffic Control and/or pilot (civil or military) subject matter expert (SME) for FAA air traffic management initiatives, procedures, systems, and modernization efforts
- Serve as technical resource for ATC-related projects, analyses, and decision-making efforts
- Facilitate/participate in regular meetings discussing new and ongoing airspace initiatives, concepts, and strategy development
- Provide documentarian support to meetings—writing, disseminating, and tracking meeting minutes and action items, developing documents, reports, and updating program SharePoint site content as needed
- Coordinate with cross-functional teams on projects/strategic planning, including but not limited to government and industry stakeholders
- Assist in the development and maintenance of project schedules, milestones, accomplishments, and deliverables
- Prepare materials for and give program-related briefings and presentations
- Prepare Standard Operating Procedures, process documents, white papers, and executive summaries
- Coordinate, schedule, and support meetings as necessary (in person/online)
- Review, evaluate, and provide recommendations on operational concepts, requirements, and technical documentation
- Translate ATC operational concepts and recommendations into actionable items
- Use FAA tools and systems, such as TARGETS, AEDT, ASPM, NASR, APWS to conduct aviation data analysis for airspace modernization initiatives
- Participate in regular IOAA software testing by evaluating airport operational data and software tool functionality
- Understand FAA client requirements and collaborate with software developers and data analysts to translate operational requirements into system capabilities, metrics, dashboards, and analytical products
- Understand business user needs and be able to articulate the requirements for a tool/system, which includes how the new features will be used
- Translate business requirements and specifications into reports and/or dashboards
BASIC QUALIFICATIONS
The successful candidate will have:
- 10+ years related program/management analyst experience
- Minimum of a Bachelor's Degree (Master's Degree preferred)
- Advanced proficiency in the use of industry standard office software and applications (MS Office, SharePoint, Project, Adobe Acrobat, etc.)
- Experience with aviation systems and tools, such as IOAA, TARGETS, AEDT, ASPM, NASR, APWS
- Experience with Tableau/PowerBI preferred
- Experience supporting software testing and airport operations data validation preferred
- PMP Certification preferred
- Demonstrated experience building/maintaining dashboards
- Experience with issue tracking software, such as JIRA preferred
- Knowledgeable on locating and gathering airspace and procedures data from FAA sources
- Demonstrated experience gathering requirements
- Demonstrated experience responding to external and internal inquiries
COMPENSATION
- Salary: $125,000 annually. Compensation is based on relevant experience and qualifications.
