INTRODUCTION
At Tetra Tech, the Water division provides industry-recognized expertise to hundreds of clients nationally and around the world. Our planning, analyses and design services cover coastal, river and estuary restoration, green stormwater infrastructure, fish passage and habitat restoration, hydrology and hydraulics, flood protection design, and more. The Water division offers comprehensive civil engineering, planning and environmental services and is committed to providing water resource solutions that improve the quality of life, protect public health and safety, and restore environmental quality for our clients and the communities we live in.
The Pacific Northwest region within the Water division consists of teams centrally located in our Seattle, Bellevue, Portland and Spokane office. Supporting several state and municipal clients within these areas, as well as multiple federal agencies, the Pacific Northwest team has completed some of the most technically challenging projects in the region and beyond, including:
- Providing analyses, design and construction support services for the Jan Road Levee Setback Design project on the Cedar River, King County, WA. The project provided enhanced flood protection, habitat restoration including creation of a new side channel, and roadway protection design. The project has been successfully built and is undergoing environmental monitoring.
- Designing a bridge structure over an abandoned mine at Lakemont Boulevard at Coal Creek to replace a failed culvert and road embankment that were at risk of collapse during high storm flow. Tetra Tech's design included secant pile wall design, structural design, and geotechnical and hydraulic evaluation. Subsequent phases will include full culvert removal and stream restoration.
- Hydraulic analyses and civil design of three rock dikes along the Columbia River, WA to protect an Island against erosion, protect important environmental habitat, train river flow into the navigation channel, and allow for near-shore juvenile fish passage.
- Water resource engineering, hydraulic modeling, hydrographic survey and fluvial geomorphology services for the largest river restoration ever undertaken in the United States – the San Joaquin River. Tetra Tech’s work included development of appraisal-level designs and cost estimates, including modifications to existing structures, fish screens and bypasses, levee setbacks, river re-routing to bypass Mendota Dam, and floodplain-river reconnection.

Align your credentials to Tetra Tech's project sectors
Tetra Tech's Program Development Manager roles span environmental consulting, water infrastructure, and government services. Frame your resume around client-facing project wins and regulatory compliance work in these areas before applying, since generic management experience is unlikely to clear their internal review.
Verify your role qualifies as a specialty occupation
USCIS requires H-1B positions to meet the specialty occupation standard. For Program Development Manager roles, document that your position requires a degree in a specific field like environmental engineering or public administration, not just any bachelor's degree.
Target Tetra Tech's federal and municipal contract divisions
Program Development Manager openings cluster around Tetra Tech's government contracting work. Filtering your search to postings tied to federal agency or municipal infrastructure programs puts you in front of hiring managers who routinely work through sponsored candidate pipelines.
Browse open roles using Migrate Mate
Migrate Mate aggregates Program Development Manager openings at Tetra Tech that are open to visa sponsorship, so you can filter directly to relevant postings without manually sorting through listings that exclude international candidates.
Negotiate your start date around LCA certification timelines
Before Tetra Tech can file your H-1B petition, the DOL must certify a Labor Condition Application, which typically takes seven business days. Build that window into your offer negotiation so your start date is realistic and your employer isn't rushed into errors.
Clarify sponsorship scope before accepting an offer
Some consulting firms sponsor for initial H-1B status but do not cover Green Card PERM filings. Ask Tetra Tech's HR team directly whether their sponsorship package for this role includes permanent residence support, particularly for long-cycle government contracts where retention matters.
Frequently Asked Questions
Does Tetra Tech sponsor H-1B visas for Program Development Managers?
Yes, Tetra Tech sponsors H-1B visas for Program Development Manager roles. The role typically qualifies as a specialty occupation under USCIS criteria, requiring a degree in a relevant technical or management field. Sponsorship availability can vary by division and contract type, so confirming with the hiring team during the offer stage is the practical move.
How do I apply for Program Development Manager jobs at Tetra Tech?
Applications go through Tetra Tech's careers portal. You can also browse open Program Development Manager positions at Tetra Tech that are open to visa sponsorship through Migrate Mate, which filters listings specifically for international candidates. Tailoring your application to the specific contract sector, whether federal, municipal, or environmental, improves your chances of moving through their review process.
Which visa types does Tetra Tech commonly use for Program Development Manager roles?
H-1B is the most common visa type for Program Development Manager hires at Tetra Tech. For recent graduates on F-1 status, OPT and CPT can provide work authorization while an H-1B petition is prepared. TN visa status is available for Canadian and Mexican nationals whose qualifications map to eligible USMCA professional categories. J-1 visa is less common for this role but used in some research-adjacent consulting contexts.
What qualifications does Tetra Tech expect for Program Development Manager candidates requiring sponsorship?
Tetra Tech generally looks for candidates with a background in environmental science, civil or environmental engineering, public administration, or a related technical field. Program development experience tied to government contracts, grant management, or infrastructure project delivery carries significant weight. Since USCIS scrutinizes the degree-to-job connection for specialty occupation determinations, having a directly relevant degree strengthens both your application and the H-1B petition.
How do I manage the timeline between a job offer and my H-1B start date at Tetra Tech?
H-1B employment can only begin on October 1 for cap-subject petitions, which means Tetra Tech would need to file during the April registration window. If you are already on H-1B with another employer, a transfer can happen sooner under portability rules once Tetra Tech files. The DOL Labor Condition Application certification, required before filing, typically takes around seven business days and should be factored into your agreed start date.
