INTRODUCTION
At Tetra Tech, the Water division provides industry-recognized expertise to hundreds of clients nationally and around the world. Our planning, analyses and design services cover coastal, river and estuary restoration, green stormwater infrastructure, fish passage and habitat restoration, hydrology and hydraulics, flood protection design, and more. The Water division offers comprehensive civil engineering, planning and environmental services and is committed to providing water resource solutions that improve the quality of life, protect public health and safety, and restore environmental quality for our clients and the communities we live in.
The Pacific Northwest region within the Water division consists of teams centrally located in our Seattle, Bellevue, Portland and Spokane office. Supporting several state and municipal clients within these areas, as well as multiple federal agencies, the Pacific Northwest team has completed some of the most technically challenging projects in the region and beyond, including:
- Providing analyses, design and construction support services for the Jan Road Levee Setback Design project on the Cedar River, King County, WA. The project provided enhanced flood protection, habitat restoration including creation of a new side channel, and roadway protection design. The project has been successfully built and is undergoing environmental monitoring.
- Designing a bridge structure over an abandoned mine at Lakemont Boulevard at Coal Creek to replace a failed culvert and road embankment that were at risk of collapse during high storm flow. Tetra Tech's design included secant pile wall design, structural design, and geotechnical and hydraulic evaluation. Subsequent phases will include full culvert removal and stream restoration.
- Hydraulic analyses and civil design of three rock dikes along the Columbia River, WA to protect an Island against erosion, protect important environmental habitat, train river flow into the navigation channel, and allow for near-shore juvenile fish passage.
- Water resource engineering, hydraulic modeling, hydrographic survey and fluvial geomorphology services for the largest river restoration ever undertaken in the United States – the San Joaquin River. Tetra Tech’s work included development of appraisal-level designs and cost estimates, including modifications to existing structures, fish screens and bypasses, levee setbacks, river re-routing to bypass Mendota Dam, and floodplain-river reconnection.
ROLE AND RESPONSIBILITIES
To support our continued success as a leader in water resources management for our clients, we have an immediate opportunity for a Water Resources Program Manager with operational leadership aspirations to join the Portland team at Tetra Tech. In this role, you would have the opportunity to:
- Be the primary project manager for large, complex, multi-disciplinary projects for riverine infrastructure and restoration, fish passage design, stream restoration, hydrology and hydraulics, levee analysis and design, and flood protection projects, similar to the aforementioned projects.
- Collaborate with our business development team to plan and execute strategies for developing new or expanding existing business opportunities that align with Tetra Tech’s focus on innovative, sustainable solutions for a resilient water future.
- Be the lead, or key collaborator, for fostering existing local client relationships and expanding our client base.
- Establish yourself as a technical lead for hydrologic and hydraulic analyses and river engineering.
- Supervise engineers based out of our Portland office, serving as a mentor to early- and mid-career engineers.
- Become highly involved with supporting company risk management program and oversee quality assurance and quality control procedures as well as support financial, project management, backlog, and utilization goals.
BASIC QUALIFICATIONS
To be a successful Water Resources Program Manager, you’ll need to be:
- A licensed civil engineer with at least 15 years of engineering experience, licensed in Oregon, or with the ability to become licensed in Oregon within the year. Your experience should demonstrate expertise in performing hydrologic/hydraulic analyses and executing or overseeing design for large, complex coastal and/or river engineering projects.
- A highly-capable engineering project manager, with at least 10 years of experience managing large civil projects in the Pacific Northwest. Your project management experience should demonstrate the ability to lead a multi-disciplinary team for technically complex projects.
- Highly personable, seeking avenues to collaborate at every opportunity. You should be able to demonstrate strong interpersonal communication skills and develop effective working relationships with both clients and colleagues.
- Capable of working regularly in our Portland office. While we do support flexible work arrangements and hybrid work schedules, you should be able to maintain a regular presence in our Portland office (3 days per week).
- Willing to champion local business development efforts in partnership with our environmental team to grow the local and regional operation.
