Why does the job exist?

The Senior Training and Development Coordinator will:
Design, develop, deliver, and evaluate training programs that enhance employee knowledge, skills, and job performance across the New Mexico Health Care Authority (HCA);

Identify training needs and create engaging, accessible learning opportunities that support employee professional development and operational effectiveness;

Ensure training programs align with agency goals, policies, and applicable state and federal regulations;

Collaborate with Office of Human Resources (OHR) leadership, HCA divisions, and subject matter experts to develop and implement effective training solutions;

Assess training effectiveness and recommend improvements to strengthen learning outcomes and workforce performance;

Support the continuous improvement of training programs to meet the evolving needs of HCA employees and the agency;

Promote a culture of learning, employee growth, and professional development throughout the organization.

How does it get done?

The Senior Training and Development Coordinator is responsible for:

Researching subject matter and independently developing training curricula, lesson plans, presentations, instructional materials, and learning resources;

Establishing learning objectives, selecting appropriate instructional methods, and creating engaging learning activities for instructor-led, virtual, and online training programs;

Managing training development projects from initial research and planning through implementation and evaluation;

Facilitating training sessions and supporting effective knowledge transfer and skill development;

Developing assessments, collecting and analyzing participant feedback, and evaluating training effectiveness to improve learning outcomes;

Reviewing, updating, and enhancing existing curricula and instructional materials to ensure relevance, accuracy, and effectiveness;

Collaborating with the HR Training Manager, Lead Training and Development Coordinator, subject matter experts, and internal and external partners to identify and address training needs;

Ensuring the accuracy, accessibility, and quality of instructional materials and learning resources;

Coordinating training activities and supporting the successful delivery of training programs throughout the New Mexico Health Care Authority (HCA);

Promoting continuous improvement in training programs and workforce development initiatives to support agency goals and employee success.

Minimum Qualification

Bachelor's Degree in any field and two (2) years of experience in adult education, instructional design, instructional technology, human resources, employee development, training, and/or producing instructional aid/materials. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid Driver's License.

Must obtain a Defensive Driving Certificate.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some travel may be required. Ability to lift up to 30 lbs
