Siemens is a global technology powerhouse that has stood for engineering excellence, innovation, quality, reliability, and internationality. Siemens Smart Infrastructure is seeking an Industrial Engineering & Digital Operations Excellence Manager for our Electrification and Automation (EA) Business Unit, with a focus on the PACS Assembly Center / Protection & Automation Panels operations in Wendell, NC.
Reporting to the PACS Plant Manager, this leader will build and lead the Industrial Engineering / OpEx capability for a greenfield, assembly-line facility (no raw material processing/prefab) and establish a scalable operating system to support rapid growth. The role owns end-to-end Industrial Engineering fundamentals (line design/balance, labor standards, standard work, capacity models) and a digital factory roadmap that turns data into daily action—integrating Lean management with practical Industry 4.0 enablement to drive measurable gains in Safety, Quality, Delivery, Cost, and Productivity.
- Willingness to work flexible hours as needed to support production schedules
You’ll make an impact by:
- Building and leading the site Industrial Engineering strategy for assembly operations: line layout/design, workstation optimization, labor standards/time studies, and Yamazumi / line balancing to increase throughput and stability.
- Developing a continuous improvement roadmap for each value stream with a focus on Safety, Quality, On-Time Delivery, Inventory, and Productivity; deploying Lean tools (5S/6S, waste elimination, VSM, root cause/corrective actions, Kanban, visual management).
- Establishing and sustaining a performance management system (daily/weekly operating rhythm, KPI governance, escalation/problem solving) that converts operational data into action and prevents “pilot-only” digital initiatives from stalling before scale.
- Owning the Industry 4.0 / digital factory enablement roadmap: identify and implement high-impact opportunities for paperless execution, improved quality loops, and connected shop-floor insights aligned to smart factory principles (connected, adaptive operations).
- Leading new product start-up / transfer readiness from an IE/OpEx perspective: process readiness, standardized work and training, capacity planning, and launch stabilization to achieve high process and quality standards.
- Driving productivity and cost optimization programs through prioritized CI projects and justified capital investments; develop technology roadmaps for automation/digitalization programs and ensure benefits are realized in SQDCP metrics.
You’ll win us over by having the following qualifications:
Basic Qualifications:
- Bachelor’s degree in Industrial Engineering, Mechanical Engineering, or related engineering discipline.
- 5+ years experience in Manufacturing Engineering / Industrial Engineering / Operations Excellence, including leadership responsibility in a production environment.
- Demonstrated experience implementing Lean methods and tools such as 5S/6S, waste (Muda) elimination, root cause/corrective actions, Yamazumi, Kanban, and Value Stream Mapping / Process Flow.
- Proven ability to lead change, create accountability, and influence cross-functional partners to deliver measurable operational outcomes.
- Strong analytical/problem-solving skills and communication skills with the ability to align teams to a common vision and operating rhythm.
Preferred Qualifications:
- Lean / Six Sigma certification (Green Belt, Black Belt) preferred.
- Experience with Industry 4.0 / smart factory concepts (connected systems, real-time visibility, digital performance routines) and deploying solutions beyond pilot stage into daily management.
- Experience with manufacturing systems and data (e.g., ERP such as SAP); ability to structure shop-floor execution data for performance routines and decision-making.

Translate your credentials for U.S. employers
Australian three-year bachelor's degrees are generally accepted as equivalent to U.S. four-year degrees for E-3 visa purposes, but prepare a credential evaluation letter in advance. Employers unfamiliar with Australian qualifications will need reassurance before filing your LCA.
Target manufacturers with dedicated HR compliance teams
Operations Excellence Manager roles are concentrated in manufacturing, logistics, and healthcare. Larger employers in these sectors already have HR teams experienced with DOL Labor Condition Applications, which shortens your sponsorship timeline significantly.
Clarify the specialty occupation fit early
Your offer letter must describe duties tied to a specific discipline like industrial engineering or supply chain management. A generic operations title without degree-specific duties listed can complicate your LCA. Ask the hiring manager to specify required qualifications before the offer is finalized.
Use Migrate Mate's E-3 filing service for end-to-end support
Once you have an offer, use Migrate Mate's E-3 filing service to handle your LCA and visa paperwork. This covers DOL certification, consulate preparation, and document review so your employer doesn't need to engage a separate immigration attorney.
Search for roles using E-3 sponsorship as a filter
Many employers willing to sponsor E-3 visas don't advertise it. Use Migrate Mate to find Operations Excellence Manager roles with active E-3 sponsorship history, rather than applying broadly and raising the question late in the process.
Negotiate the LCA filing timeline into your start date
The DOL typically certifies LCAs within seven business days, but your consulate appointment may add two to eight weeks. Build this window into your start date negotiation so the employer isn't waiting on an unrealistic Day 1.
E-3 Visa Operations Excellence Manager: Frequently Asked Questions
How do I find Operations Excellence Manager jobs with E-3 sponsorship?
Use Migrate Mate to search Operations Excellence Manager roles filtered by E-3 visa sponsorship. Many employers willing to sponsor don't advertise it explicitly, so searching a platform built around E-3 sponsorship history surfaces opportunities that a standard job search would miss. From there, you can move directly into the filing process once an offer is confirmed.
How much does it cost to get an E-3 visa?
Migrate Mate's E-3 filing service covers the entire process for $499, including the Labor Condition Application, visa document preparation, and consulate appointment guidance. Traditional immigration lawyers charge $2,000–$5,000+ for the same work. The E-3 has less paperwork than most work visas, so paying thousands for legal help is usually unnecessary.
Does an Operations Excellence Manager role qualify as an E-3 specialty occupation?
Yes, provided the role requires a bachelor's degree in a specific field such as industrial engineering, operations management, or supply chain. The key is that the degree requirement must be tied to the job's core duties. A generalist management role where any degree suffices may not meet the specialty occupation standard, so the job description needs to be precise.
How does the E-3 visa compare to the H-1B for Operations Excellence Managers?
The E-3 has no lottery and no annual cap, so you can apply as soon as you have a job offer and a certified LCA, at any time of year. The H-1B visa requires entering a randomized lottery with roughly a 25 percent selection rate and a fixed April filing window. For Australian nationals, the E-3 is a faster and more predictable path to the same outcome.
Can I transfer my E-3 to a new employer if I change operations roles?
Yes, but the E-3 is employer-specific, so you need a new LCA and visa stamp for each new employer. If you're already in the U.S. on E-3 status, your new employer files a fresh LCA before you start. There's no portability equivalent to the H-1B's AC21 rule, so timing the transition carefully matters, particularly if your current visa stamp is close to expiry.
