Job Summary:
As Program Purchasing Manager, you will oversee purchasing teams in Houston and New Delhi and coordinate priorities across multiple projects. Responsibilities include managing sourcing, bidding, contracts, supplier evaluations, team training, and supplier programs. You will monitor procurement schedules, budgets, and KPIs to ensure cost control and timely delivery, as well as implement procurement strategies aligned with organizational goals and compliance standards. The role also involves leading process improvements, utilizing ERP systems like SAP and Oracle for purchase order management and reporting, supporting audits, maintaining records, and reviewing compliance risks.

Major Responsibilities:
- Leads and develops a team of purchasing personnel across multiple projects, in Houston and India offices, ensuring capability, consistency, and proficiency in all procurement functions from pre-award through closeout.
- Provides program-level oversight to procurement activities, ensuring alignment, standardization, and best practice sharing across all projects within the program.
- Oversees the formation, issuance, and administration of purchase orders across the program, ensuring alignment with project requirements, policies, and commercial objectives.
- Directs team engagement with suppliers and internal stakeholders to establish clear requirements and ensure compliance with contractual terms and conditions across multiple project interfaces.
- Provides strategic oversight of bidder prequalification, bid list development, solicitation processes, bid evaluations, and award recommendations to drive best-value outcomes across the program.
- Develop Supplier Relationship Management Program for the program.
- Guides and supports complex, high-value supplier negotiations, including development of negotiation strategies, commercial terms, pricing, schedules, and coordination with Project and Legal teams.
- Drives supplier relationship management strategies at a program level to optimize supplier performance, leverage scale, and ensure alignment with overall program objectives.
- Ensures team understanding of project estimate baselines across the portfolio and proactively identifies and manages trends, risks, and cost impacts.
- Maintains accountability for accurate, auditable, and compliant procurement records management and adherence to Supply Chain governance requirements across all projects.
- Oversees supplier performance management program-wide, including issuance of formal notices and direction of backcharge and claims processes.
- Coordinates and manages procurement deliverables in support of Front End Engineering Design (FEED) phases across multiple projects, ensuring alignment with scope, schedule, and cost objectives.
- Provides leadership oversight of procurement planning and execution specific to FEED activities, including early supplier engagement and market input.
- Leverages experience in LNG supply chains (preferred) to guide sourcing strategies, supplier selection, and risk mitigation for specialized equipment and services.
- Proactively identifies and manages procurement-related risks at the program level, including long-lead items, market capacity constraints, supplier financial exposure, and global supply chain volatility for suppliers in the LNG industry.
- Ensures procurement strategies and commercial terms are fully aligned with prime contract requirements, customer expectations, and financing constraints across the portfolio.
- Strengthens integration with Engineering, Construction, Material Management, and Field Procurement to ensure purchasing strategies support constructability, sequencing, and field execution needs.
Education and Experience Requirements:
- Bachelor’s degree in Supply Chain or equivalent experience.
- 15+ years of experience in procurement for major equipment and bulk materials in the Energy sector.
- Experience in EPC environments.
- Prior experience leading procurement across multiple projects under a program structure is desirable.
