About This Role
Job Title: Director, Engineering PMO - Transmission Line
At QISG, our Transmission Line organization is central to the safe, reliable, and efficient delivery of power across communities and regions. We design, build, maintain, and upgrade high-voltage transmission infrastructure that forms the backbone of the electric grid. The Engineering Director – PMO provides enterprise-level leadership for transmission line engineering delivery, ensuring technical excellence, consistency, scalability, and alignment with QISG’s strategic objectives. This role leads the Engineering Project Management Office (PMO) for Transmission Lines across the QISG platform and is accountable for engineering governance, portfolio performance, resource strategy, and continuous improvement. The Director partners closely with executive leadership, operations, customers, and Quanta Operating Units to ensure engineering capabilities effectively support growth, execution certainty, and long-term value creation.
- Provide enterprise leadership for the Transmission Line Engineering PMO, setting vision, strategy, and priorities aligned with QISG business objectives.
- Establish and maintain engineering governance frameworks, standards, and controls across the full project lifecycle (concept through closeout).
- Ensure consistent application of engineering policies, procedures, risk management, and quality systems across all transmission projects.
- Serve as a senior advisor to executive leadership on engineering strategy, capacity, risk, and performance.
- Oversee a portfolio of transmission line programs and projects, ensuring alignment with schedule, budget, quality, and safety objectives.
- Implement portfolio-level performance management, including dashboards, KPIs, and executive reporting.
- Drive early identification and mitigation of technical, resourcing, and execution risks across the portfolio.
- Ensure effective integration between engineering, construction, procurement, and operations at a programmatic level.
- Lead, develop, and mentor Engineering Project Managers and senior engineering leaders across the platform.
- Define and execute engineering workforce strategy, including staffing models, succession planning, and capability development.
- Establish training, competency, and professional development frameworks to support current needs and future growth.
- Foster a high-performance culture emphasizing accountability, collaboration, and continuous improvement.
- Set strategy and oversight for engineering service providers, consultants, and design partners.
- Define, monitor, and enforce service provider KPIs, performance standards, and contractual compliance.
- Partner with senior leadership of engineering firms to drive quality, innovation, and capacity alignment with QISG needs.
- Support and influence business development strategy by providing executive-level engineering input into pursuits, proposals, and risk reviews.
- Participate in key client engagements as an engineering authority and trusted advisor.
- Ensure engineering approaches are scalable, competitive, and aligned with customer expectations and regulatory requirements.
- Drive innovation and efficiency in engineering delivery through standardized processes, digital tools, and emerging technologies.
- Partner with Quanta Engineering and Construction OpUs to harmonize best practices and eliminate inefficiencies.
- Set the tone and expectations for a culture of safety, quality, and integrity across the engineering organization.
- Ensure engineering decisions and practices align with QISG’s core values and safety commitments.
- Perform other duties as assigned in support of QISG’s strategic and operational objectives.
What You'll Bring
- Minimum of 15 years of progressive experience in the electric utility industry, with demonstrated leadership in engineering, program management, and/or management of high-voltage transmission projects across multiple phases and regions.
- Bachelor of Science (B.S.) degree in Engineering from an ABET-accredited university required; Master’s degree or equivalent graduate education in Engineering, Business, or Project Management strongly preferred.
- Professional Engineer (P.E.) license preferred, with the ability to serve as a recognized technical authority and executive engineering leader.
- Proven track record of leading large, multidisciplinary engineering organizations and portfolios, delivering complex, high-risk transmission programs safely, on schedule, and within budget.
- Deep technical expertise in structural, civil, or electrical engineering, with the ability to provide executive-level technical oversight, governance, and risk-based decision-making.
- Expert-level knowledge of electric utility engineering and construction standards, with experience establishing and enforcing enterprise engineering policies, procedures, and controls.
- Strong understanding of utility industry business processes, including program scheduling, contracting strategies, procurement, project controls, estimating, and coordination across engineering, construction, and operations.
- Demonstrated financial and business acumen, including experience managing departmental and portfolio-level budgets, forecasting resource needs, and aligning engineering strategy with business objectives.
- Extensive experience with project controls, cost estimating, risk management, and performance reporting at a program or portfolio level.
- Proven ability to interpret complex internal and external business issues, set strategic direction, implement best practices, mitigate enterprise risk, and resolve highly complex technical and organizational challenges.
- Demonstrated success in executive-level customer engagement, supporting key clients, participating in pursuits, and serving as a trusted engineering and delivery advisor.
- Exceptional leadership, communication, and interpersonal skills, with the ability to influence at all organizational levels and collaborate effectively with executives, clients, regulators, and external partners.
- Demonstrated ability to develop and execute long-term strategic plans, drive innovation, standardization, and continuous improvement across engineering organizations.
- Comprehensive knowledge of applicable industry codes, standards, and regulations, including but not limited to ANSI, ASTM, ACI, AISC, IEEE, NEC, NESC, and relevant federal, state, and utility-specific requirements.
- Proven ability to lead in ambiguous, fast-paced, and complex environments, balancing competing priorities while maintaining strategic focus and execution discipline.
