Job Summary
Responsible for planning, coordinating and directing estimating functions for area office operations, assisting other segments of the company as requested. Provide quantity surveys, subcontractor solicitations and lead overall estimating duties, including P6 scheduling. Prepare complete conceptual estimates for assigned projects either directly or through coordinating teams. Assist the Director Pre-Construction and the Director of Marketing in the overall administrative and technical direction of Pre-Construction and Marketing Services. Position is highly visible to potential clients. Must be able to greatly influence and persuade potential clients. Position has profit and loss responsibility, which may dramatically impact corporate operations.

Assist in coordinating Pre-Construction Service activities with all departments to circumvent and/or resolve problem areas, ensuring all company/project policies, procedures and standards are maintained. Provide technical support to personnel preparing discipline estimates and/or prepare estimates as required. Assist in making the "sale". Track awarded contracts as required. May include estimating/pricing extra work items, change orders, credit/cost savings; procuring materials, etc.

Develop pricing strategy and game plan for each estimate. Assist Project Managers during preparation of inquiries and final evaluation of submitted bids and estimates as required.

Develop and maintain a database for all assigned offices with project history for specific market type listings.

Prepare and tabulate unit quantity survey and price based on historic cost data and vendor cost quotations. Estimate direct overhead, permits, bonds, taxes, etc. Assist in the preparation of studies, materials and methods, recommendations, and relative cost estimates as required.

Solicit subcontractor and vendor quotations, evaluate their scope and appraise any deficiencies (i.e. exclusions, incomplete scopes, etc.) as compared with like quotations and estimate requirements. Confer with subcontractors/suppliers as to their evaluation of vague and/or conflicting issues. Verbally and formally request and document by confirming facsimile and/or email and/or letter all needed clarifications.

Act as Bid Captain and/or Estimator on complex packages or as workload demands. Assign work to bid team, direct and review their assignments and ensure accuracy and completeness of estimates prepared by bid team. Participate in pre-bid meetings, site visits, bid strategy, presentation meetings as required.

Cultivate relationships with Owner’s, Architects, Engineering Firms, Consultants, and Subcontractors. Attend owners’ meetings, assisting clients and designers in systems selections, budgeting, cost containment, etc. Provide advice, liaison, planning to prospective and current clients. Coordinate Value Analysis workshops on appropriate projects.

Assist in development of major proposals, presentations and brochure materials. Review proposal specifications, drawings, attend meetings with A/E, owners to determine the scope of work and required contents of conceptual estimate. Provide conceptual and

Knowledge/Skills/Ability
Thorough knowledge of company procedures, estimating techniques, all engineering disciplines, cost control systems and accounts required. Ability to estimate all types of projects/contracts, plus ability to coordinate and supervise group work effort. Ability to read and comprehend research data; read and interpret plans, specifications and addenda, perform quantity survey off blueprints, and discuss each with co-workers, architects and engineers as concerning vague and/or conflicting requirements. Ability to measure and tabulate linear, area and volume surveys of plan documents. Ability to calculate quantities, price and extend unit surveys. Working knowledge of estimating techniques and cost control methods. Working knowledge and skill in use of personal computer, estimating hardware and software, and spreadsheet software, to enter data and generate concise reports for management purposes. Ability to effectively and persuasively communicate both written and orally as in client contact and follow-up using telephone and correspondence.
Education
4 Year Bachelor of Construction Management/Construction Engineering Degree or equivalent combination of education, technical training and experience.
Experience
2-5 years estimating, cost control and/or engineering experience related to similar construction or equivalent combination of education, technical training and experience.
