Job Title: Program Implementation Manager
Primary Location: Kansas City, MO 64114 (Fully Onsite)
Other Location: Houston, TX (Fully Onsite)
Travel: Yes, 50 % of the Time
Summary
The Program Implementation Manager will support utility, industrial, and infrastructure owners in strengthening their organizational and process readiness for capital program success. Partnering with Senior Program Implementation Managers, they will manage the proposal development through final reporting as well as supporting program implementations and PMO services as needed. They will provide expertise and oversight to a team of project managers, engineers, project controls professionals and support lines of business managers for the day-to-day execution of the overall program and individual project safety, quality, schedule, cost control, contracts, subcontractors, suppliers, proposals, estimates, documentation management, client relations/management, field staff and other duties required to successfully execute the overall program. In some instances, they will function in the execution role vs. a support or consulting role, depending on the program need. They will also co-facilitate industry-leading frameworks and best practices, work directly with utility executives, and build expertise in program and project readiness consulting.
Roles & Responsibilities:
- Draft proposal narratives, scope descriptions, and methodology sections.
- Coordinate proposal reviews and manage submission process.
- Periodically assigned to client programs during implementation phases.
- Work alongside Program Managers supporting PMO standup and/or ongoing program execution.
- Apply assessment insights to real-world program execution.
- Plan and coordinate client interviews, workshops, evaluations, etc.
- Main point of contact for information inquiries and Library promotion.
- Customize assessment tools and templates for each engagement.
- Ongoing updating of the GPMO Library of Documents, Tools, and References.
- Ongoing improvement of the GPMO Library.
- Research client capital programs, organizational structures, and industry context.
- Manage workshop logistics (scheduling, materials, technology, travel).
- Participates in the development of program lessons learned and provides insight for successful program execution and timely completion of all projects within budget.
- Advises on internal and external program and individual project risk reviews.
- Evaluates the content, completeness and supports the development and implementation of the Program Execution Plan, including procurement and construction execution, the quality management plan, safety & health management plan, subcontracting plan, project staffing plan, organizational chart, and procurement plan.
- Provides insight and reviews the program risk register and supports communication to client.
- Supports the internal/external risk mitigation and communication plans.
- Manages excellent client relations.
- Analyzes issues and communicate standards, lessons learned and best practices for program and project status, risks, schedule, and costs to all internal and external stakeholders.
- Present reports to internal and external executive management, as required.
- Conducts project safety, quality, progress and financial audits and assessments as required to ensure scope and contract requirements are being met.
- Participates in identifying advancement opportunities.
- Trains new project team members on the PgEP.
- Performs other duties as assigned.
- Complies with all policies and standards.
Qualifications
- Bachelor's degree in engineering, Construction Management, or related field and 7 years direct program/project management experience required.
- Applicable experience may be substituted for degree requirement.
- Ability to excel in ambiguous and fluid environments.
- Ability to work independently, think creatively and analytically, and make quick and sound decisions.
- Excellent ability to train, mentor, and support multiple team members.
- Excellent written and verbal communication skills.
- Expert user of Microsoft Office.
- Excellent interpersonal skills.
- Excellent understanding and knowledge of Program/Project Management Tools, Project Management Information Systems (PMIS), Integration, and Data Management.
