Role Overview
The Learning & Development Program Manager is a senior practitioner responsible for the end-to-end design, delivery, and continuous improvement of large-scale learning initiatives across the organization. This role sits at the intersection of instructional strategy, technology, and business partnership – translating complex organizational capability gaps into high-impact learning solutions that drive measurable performance outcomes.
How You’ll Make an Impact:
Program Design & End-to-End Delivery
- Own the full program lifecycle for large-scale learning initiatives – from needs discovery through evaluation and iteration
- Design comprehensive learning programs, curricula, and blended learning experiences that address complex, multi-level organizational performance needs
- Lead cross-functional working groups and coordinate deliverables across SMEs, vendors, and business stakeholders
- Establish clear success metrics for each initiative and report on learning effectiveness, engagement, and business impact
Learning Technology Ecosystem Management
- Serve as the organizational owner of the Learning Management System (LMS) and/or Learning Experience Platform (LXP)
- Manage vendor relationships and contracts: lead renewal negotiations, escalate issues, and hold vendors accountable to SLAs
- Oversee system integrations between the LMS/LXP and adjacent platforms (HRIS, talent management, productivity tools, etc.)
- Conduct regular user data analysis – completion rates, learner behavior, engagement trends and translate findings into actionable platform and program improvements
- Lead technical optimization efforts including system configuration, context taxonomy, and user experience enhancements
Content Development & Learning Strategy
- Develop high-quality learning content spanning e-learning modules, facilitator guides, job aids, assessments, and curated digital resources
- Craft engaging learning strategies that leverage a range of modalities: instructor-led training, virtual facilitation, self-paced digital learning, cohort-based programs, and on-the job experiences
- Apply evidence-based instructional design principles (ADDIE, SAM, backward design, etc.) to ensure content is relevant, engaging, and measurable
- Champion accessibility and inclusive design standards across all learning materials
Business Partnership & Needs Analysis
- Partner closely with divisional leaders and people managers to conduct capability gap analyses and performance diagnostics
- Facility discovery workshops, stakeholder interviews, and focus groups to surface learning needs and define program objectives
- Translate identified capability gaps into specialized, tailored learning solutions aligned with business priorities and workforce development tools
- Act as a trusted advisor on L&D best practices, consulting on the most effective approaches for each context
- Build and maintain strong relationships across HR Partners/Managers, Talent Management, and organizational lead

What You’ll Bring:
- Bachelor’s Degree in Instructional Design, Organizational Development, Human Resources, or similar education
- Minimum of 8 years of progressive experience in Learning & Development, Talent Development, or a closely related field
- Demonstrated experience managing the end-to-end delivery of large-scale, enterprise-wide learning programs
- Hands-on administration experience with at least one LMS or LXP platform
- Strong project management skills with experience using PM tools (Microsoft Office, Monday.com, or similar)
- Proficiency in content authoring tools (e.g., Articulate 360, Adobe Captivate) and virtual facilitation platforms (Microsoft Teams)
- Experience designing enterprise-wide upskilling/reskilling programs
Preferred Qualifications:
- Master’s Degree preferred
- Certification in project management (PMP, CAPM) or instructional design/talent development (e.g., ATD CPTD, CPLP)
- Experience designing leadership development programs
- Familiarity with learning analytics tools (e.g., Tableau, Power BI, xAPI/LRS reporting)
- Background in change management methodologies (e.g., Prosci, ADKAR)
