Nature of Work
Plans, coordinates, and manages operations and staff responsible for the construction, maintenance, installation, repair, and upgrade of traffic signals, street signage, and light functions within Public Works to maximize infrastructure development and maintenance strategies.
Environmental Factors
Work is performed indoors and outdoors with exposure to all weather conditions, heavy traffic, machinery, dust, chemical fumes, and noise.
Physical Factors
Moderate physical demands; lifting and carrying items weighing up to fifty (50) pounds; working at heights up to forty (40) feet above ground; working with electricity.
Work Situation Factors
Position involves competing demands, performing multiple tasks, working to deadlines, frequent work beyond normal business hours (including evenings and weekends), and responding to customer issues. On-call for emergency management twenty-four (24) hours a day, seven (7) days a week. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with State and Federal regulations and applicable City of Las Cruces policies.

Duties and Responsibilities
- Provides project oversight and guidance to ensure proper assignment of resources and timely resolution of issues regarding the installation, removal, repair, replacement, upgrade and proper operations, programming, and timing of street lights, traffic signals, school flashers, signage, and roadway markings.
- Conducts field inspections to ensure operations and activities are in compliance with all laws, policies, and regulations; reviews and evaluates operations to recommend changes for more efficient functions and processes.
- Supervises staff through appropriate work oversight to plan, prioritize, and coordinate work assignments; trains, coaches, and instructs employees as required to ensure safety and that efficient and timely services are provided; monitors and evaluates performance to meet established goals and objectives; meets regularly with staff to discuss and resolve workload and technical issues; ensures that staff maintains safe vehicles and adheres to policies and procedures for efficient and safe operations.
- Meets regularly with staff to review work in progress, discuss and resolve administrative, workload, and technical issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets applicable rules and regulations within scope of authority to provide leadership and guidance in developing, implementing, and administering policies and procedures.
- Works with staff, vendors, and customers to provide leadership, direction, and guidance in related projects, processes, and procedures to ensure projects and activities are on task and in compliance with all laws, policies, and regulations; evaluates and analyzes issues to recommend and implement solutions; reviews and approves project plans, reports and procedures, and sets priorities to ensure project deadlines and performance standards are met.
- Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information related to assigned functions and duties; develops and presents information in clear and easily used formats; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern for management for review and potential action.
- Manages and monitors financial activities of assigned budgets to ensure compliance and meet performance targets and goals; oversees procurement activities for supplies, services, equipment, and other items to ensure activities comply with established policies and processes.
- Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; evaluates programs, services, and activities to ensure customer and staff needs are met; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services.
- Corresponds with other agencies and boards, provides technical assistance in the design and placement of related systems and signage to ensure uniform application of established procedures and guidelines; collects, reviews, and analyzes data to make recommendations.
- Responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures.
Minimum Qualifications
High School Diploma or GED AND five (5) years progressively responsible work experience in traffic signal installation, repair, and related functions including street lighting, signals, roadway markings and signage operations and including one year of lead or supervisory experience. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
Licenses/Certification(s)
Valid New Mexico Class D driver's license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policies. State of New Mexico Journeyman Electrician license EE98J, IMSA certification in Work Zone Traffic Control, and IMSA certification as a Traffic Signal Technician II are all required. IMSA certification Level I in Roadway Lighting is desired.
Knowledge, Skills, and Abilities
Knowledge of: principles and practices of effective traffic operations and related systems; signal, street lighting, and traffic control operations; laws and regulations governing traffic operations; customary tools, materials, and equipment necessary to complete projects; applicable hazards and necessary safety precautions; Intelligent Transportation Systems (ITS) and wireless communication systems to accomplish established goals, objectives and ensure safe and effective operations of assigned sections; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position.
Ability to: read and interpret blueprints, sketches, diagrams, and plans; communicate effectively orally and in writing; plan, organize, assign, and coordinate the work of staff; perform a variety of duties and responsibilities and assess and prioritize multiple tasks, projects, and demands to meet deadlines; ensure appropriate levels of customer service to achieve expectations and meet objectives; read, understand, and assure compliance with a variety of policies, procedures, rules, standards, and regulations governing related activities and functions; collect applicable information and maintain accurate and timely records; maintain confidentiality of information and data; communicate effectively orally and in writing and use interpersonal skills to sufficiently exchange or convey information and receive work direction; prepare and present accurate and reliable information and reports; establish and maintain effective and appropriate working relationships with employees, other agencies, and the public; safely and effectively operate relevant tools, equipment, and motorized vehicles; navigate across even and uneven surfaces; timely and accurately enter data and update records using various mediums and formats; take initiative and exercise sound independent judgment within established procedural guidelines and carry out primary responsibilities in accordance with all governing regulations, statutes, and procedures to ensure achievement of goals and objectives.
