Human Resources Partner - Employee & Labor Relations
Salary Range: $29.85 - $36.07 hourly to start
Location: Tampa, Florida
Department: Human Resources, Employee & Labor Relations
Hillsborough County Human Resources is seeking a confident, thoughtful, and service-minded Human Resources Partner to join our Employee & Labor Relations team. This is a meaningful opportunity for an HR professional who enjoys solving complex workplace issues, advising leaders, supporting employees, and helping a large public organization operate with consistency, accountability, and fairness.
This position is not a routine HR generalist role. The Employee & Labor Relations Partner works directly with departments across the County on matters involving employee relations, labor relations, workplace concerns, performance management, discipline, policy interpretation, grievances, and collective bargaining agreement administration. The successful candidate will be comfortable working through sensitive issues, asking good questions, reviewing facts carefully, and providing sound guidance that balances operational needs, employee rights, policy requirements, and good public-sector HR practice.
What You’ll Do
The Human Resources Partner - Employee & Labor Relations will:
Advise supervisors, managers, and department leadership on employee relations matters, corrective action, performance concerns, workplace conduct, and policy interpretation.
Review and assess disciplinary matters, including written reprimands, suspensions, predetermination hearing recommendations, and related documentation.
Assist with workplace investigations, including complaint intake, document review, witness interviews, fact gathering, and preparation of investigation summaries or recommendations.
Interpret and apply County policies, procedures, collective bargaining agreements, and applicable employment laws.
Support labor relations activity, including grievance review, grievance meetings, labor-management discussions, union information requests, and contract administration.
Help departments address workplace conflict, attendance concerns, professionalism issues, supervisory concerns, and other employee relations matters before they become larger problems.
Draft, review, and edit employee relations documents, including notices, discipline letters, investigation summaries, correspondence, and management guidance.
Partner with County departments to promote consistent decision-making, fair treatment, and defensible employment practices.
Provide training and guidance to supervisors and managers on employee relations, performance management, documentation, workplace expectations, and related HR topics.
Maintain accurate records and manage sensitive information with discretion, professionalism, and sound judgment.
Work collaboratively with HR colleagues, County Attorney’s Office staff, department leadership, and other stakeholders on matters affecting the County workforce.

The ideal candidate is an HR professional who can think clearly under pressure, write well, communicate with credibility, and remain calm in difficult conversations. We are looking for someone who understands that good employee relations work is not just about knowing the rules. It also requires judgment, consistency, preparation, listening, and the ability to help leaders make decisions that are fair, practical, and well-supported.
A strong candidate will bring experience in employee relations, labor relations, investigations, discipline administration, grievance handling, performance management, public-sector HR, or a closely related field. Experience in a unionized environment is highly desirable.

Minimum Qualifications
Graduation from an accredited four-year degree-granting college or university with a major in Human Resources Management, Labor Relations, Business Administration, Industrial/Organizational Psychology, Law, or a closely related field; and
Five years of experience in Employee Relations and Labor Relations, some of which may also include conflict resolution, HR policy development, performance management training, and legal compliance; or
An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies required for the position. Possession of a high school diploma or GED is required.
SPHR, SHRM-SCP, PHR, SHRM-CP, or a similarly recognized Human Resources certification is preferred.
