The Role

We are hiring an HR Manager to serve as the foundational people leader and organizational unifier for our growing company. Based at our Austin corporate headquarters, you will ensure that our culture of people first aligns perfectly with an exemplary, frictionless day-one experience for every team member. This is not a passive administrative or paperwork-shuffling role; it is an active financial and operational guardianship position. You will own the human infrastructure across our expanding multi-state footprint, directly managing employee relations, benefits administration, compliance frameworks, recruiting efforts, professional development, and centralized corporate onboarding sequences.
You will act as a courageous guardian of the company’s culture and regulatory alignment, empowered to challenge process gaps, enforce multi-state labor laws, and build an institutional onboarding engine that brings a new level of precision, speed, and professionalism to the property care industry.
What You’ll Build & Own
You will operate with an ownership mindset, driving performance against the key scorecard outcomes:
· Onboarding Excellence (Unified & Scalable): Orchestrate the end-to-end centralized corporate onboarding sequence. You will manage the technology and touchpoints that transform a new hire into an aligned, fully provisioned team member, integrating seamlessly with our digital workflows to deliver a true white-glove day-one experience.
· Multi-State Compliance (Process Discipline): Take full ownership of multi-state regulatory compliance across all markets. You will proactively manage state-specific labor laws, wage/hour regulations, mandatory postings, and personnel folder audits to protect the platform from operational or liability risks.
· Benefits Stewardship (Forensic Attention to Detail): Direct Cerv’s comprehensive benefits ecosystem, including open enrollment cycles, carrier relationships, and ongoing administration. You will partner with our financial team to ensure employee deductions, allocations, and reconciliations are perfectly processed in our systems.
· Employee Relations & Retention (Anticipatory Service): Serve as the direct liaison and advisor for branch leadership on employee relations. You will institute structured feedback systems and manage resolution pathways, while continuously tracking personnel churn metrics to support market-level stability and promote professional development from the bottom up.
· Systems Data Integrity (Structured Thinker): You will ensure that employee records, organizational design tiers, and payroll-adjacent data remain pristine, standardized, and secure with the ability to report on key employee related metrics.
· Payroll Administration & Ownership (Unyielding Integrity): Serve as the master corporate administrator and ultimate process owner for Cerv's end-to-end payroll cycle across all markets. You will directly partner with local Operations Managers to audit timesheets, validate complex performance-based/piece-rate pay mechanics, manage state-by-state tax adjustments, handle garnishments, and guarantee flawless, compliant bi-weekly execution of Cerv’s payroll.
What Success Looks Like
· Payroll Precision: 100% on-time delivery of bi-weekly payroll across all operating segments with a <0.5% error rate on overrides, deductions, or performance pay calculations.
· Onboarding Velocity: 100% of new hires across all divisions finish core onboarding documentation, background screens, and system access profiles prior to their physical Day One. Be the white-glove standard and cultural steward of Cerv.
· Compliance Score: Achieve and maintain a 100% score on all randomized and cadenced internal HR compliance and regulatory folder audits across all operational states.
· Retention Support: Programmatically execute structured 30/60/90-day pulse checks, keeping market personnel churn risks minimized through proactive collaboration with local Operations Managers, ensuring non-field churn is less than 5%, and field churn is less than 30%
· Benefits Precision: Maintain a <1% error rate on benefits enrollment changes, contribution match verifications, and monthly carrier billing adjustments.
· Resilience: The ability to resolve localized employee relations escalations or navigate shifting multi-state labor laws independently without interrupting corporate growth timelines.
What We’re Looking For
Required Competencies & Experience
· 5+ years of progressive, hands-on experience in Human Resources management alongside direct ownership of full-cycle corporate payroll processing, preferably within a multi-entity or multi-state field-service, logistics, or construction footprint.

· Results-Oriented: Complete ownership mindset with the desire to achieve perfection and put our team members at the core of everything we do.
· Strong Business Math: Solid understanding of multi-state wage-and-hour compliance math, complex garnishment rules, benefits deduction matrices, and structural labor regulations.
Preferred
· Active Certified Payroll Professional (CPP) or SHRM-CP/SCP, PHR, SPHR certification.
