POSITION PURPOSE
Leads strategic sourcing activities for complex initiatives with the ability of achieving significant cost reductions, supplanted with year-over-year cost and productivity improvements in the total cost of goods and services procured while maintaining or improving product quality and vendor service levels. Leads, facilitates, assembles and manages cross functional teams across the System with Regional Health Ministries (RHMs) to drive system-wide priorities, achieve cost reductions, service and quality excellence, and knowledge transfer for replication of “best practice". Senior Manager has expert knowledge and experience in strategic sourcing processes, supporting analysis, and the ability to create and implement strategic commodity plans. Strategic sourcing activity will include but is not limited to, managing several simultaneous competitive sourcing processes, complex contract negotiations of high value, and limiting exposure to the System on high risk projects. This position has responsibility for making decisions and managing risk that impact day-to-day operations.
This position is accountable for maintaining business relationships with suppliers and Trinity's group purchasing organization (GPO). The business relationships with suppliers will require negotiating terms supporting the business plan objectives and protecting Trinity from business continuity risk, working with legal to develop contracts to memorialize terms and conditions of the trade relationship, and monitoring supplier performance and conducting business reviews. The business relationship with the GPO will require representing Trinity's interest on advisory boards, providing guidance on the GPO negotiation strategies, and supporting contract implementation across the ministry.
This position also requires strong analytical skills, attention to detail, and the ability to communicate complex findings in a clear and concise manner. The ideal candidate is highly proficient in data visualization, statistical analysis, and business intelligence tools.
ESSENTIAL FUNCTIONS
Knows, understands, incorporates, and demonstrates the Trinity Health Mission, Vision, and Values in behaviors, practices, and decisions. Drives system compliance by optimizing the use of national group purchasing, custom group purchasing and Trinity Health system agreements. Demonstrates detailed understanding of products, service offerings and financial impact. Provides strategic direction for sourcing activities based on total cost of ownership, required product specifications, supplier strengths/weaknesses, safety, evidence-based information and desired outcomes. Analyzes relevant supply markets to provide information to identify requirements of RHM's and advocates for strategic needs and appropriate supplier bid lists. Supports the annual business planning and budget guidance processes. Demonstrates ability to collect, clean, and validate large datasets from multiple sources to ensure accuracy and integrity. Analyze data to identify trends, patterns, and anomalies that inform business strategies. Develop and maintain dashboards, reports, and visualizations using tools such as Power BI, Tableau, Excel or similar platforms. Performs ad-hoc analysis and provide actionable recommendations to stakeholders. Prioritizes projects for assigned commodities. Leads strategy development, manages Request for Information (RFI), Request for Proposal (RFP) and Request for Quotation (RFQ) processes. Leads analysis and negotiations. Leads cross-functional teams for strategic sourcing initiatives to drive system-wide standardization, cost reductions, service and quality excellence, knowledge transfer for replication of best practice, information technology development and assisting with local implementation of various activities. Builds stakeholder team consensus to endorse sourcing strategies. A demonstrated ability to work collaboratively across multifunctional teams and with RHMs in multiple geographies. Develops, executes and communicates strategies in collaboration with senior level management and key stakeholders on overall process, timing, and objectives. Manages relationships to ensure internal customers and stakeholders are actively engaged. Directs the personnel and financial activities of functional area colleagues as assigned. Accountable for setting priorities and goals for the sourcing team and ensuring objectives are consistent with system and departmental goals. Conducts annual reviews with direct reports, manage performance issues and promote colleague career development. Responsible for hiring, orienting, managing, promoting, disciplining and terminating direct report colleagues. Provides leadership guidance to colleagues in adherence to the System strategic sourcing process. Capable to represent the Strategic Sourcing Director to fill temporary vacancies or as otherwise required. Promotes a lean/process excellence culture. Participates in joint quality improvement initiatives with SO and RHM colleagues. Motivates and leads strategic sourcing lean program initiatives to increase productivity and improving end to end process efficiencies. Accountable for engaging suppliers in the selection processes and maintaining business relationships that are conducted legally, ethically and in accordance with Trinity Health Policies/Procedures and the Organizational Integrity Program. Accountable to develop a primary liaison for key suppliers within the assigned category. Conducts business reviews with key suppliers. Serves as the subject matter expert for all category supplier engagement questions from Trinity colleagues. Maintains business relationships with the GPO leadership and staff. Provides input on sourcing strategy and represents Trinity on advisory boards as assigned. Plans, manages and oversees the life cycle of complex medium and large sourcing projects. These projects involve but are not limited to multiple stakeholders, significant facilitation, standardization and process change to multiple business units. Working knowledge on contract construction and the ability to review, red line and draft language for discussion. Close working relationship with legal for those contract issues requiring legal input. Advances strategic initiatives for the organization by providing leadership and direction to standing advisory teams. Creates overall value equation for presentation and review with advisory teams for system wide recommendations. Partners with Finance department to ensure that forecasted savings are validated. Tracks and measures supplier performance against scorecards on an ongoing basis, as applicable. Conducts supplier Business Reviews as necessary. Facilitates dialogue with local business owners, RHM senior management, and Supply Chain staff to remove barriers when necessary. Engages suppliers and RHMs to ensure timely resolution of service issue(s). Ability to establish procedures for managing a comprehensive sourcing process for assigned products/services across Trinity Health. Maintains a working knowledge of applicable Federal, State and local laws/regulations; the Trinity Health Integrity and Compliance Program and Code of Conduct; as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical and professional behavior. Performs other position appropriate duties as required in a competent, professional and courteous manner.
MINIMUM QUALIFICATIONS
Comprehensive knowledge of strategic sourcing, in-depth knowledge of contract portfolio and demonstrated ability to provide complex financial analysis normally obtained through a Bachelor’s degree in accounting, business administration, supply chain management, portfolio specific clinical discipline or a related field, and seven (7) years of progressively responsible experience in a multi-entity and multi-level organization or an equivalent combination of education and related work experience is required. Master’s degree in related field preferred. Comprehensive knowledge and skills in advanced data analytics and procurement practices including advanced excel, Power BI, Tableau, or similar applications, vendor relationships, and market analysis for trends. Healthcare industry experience is preferred. Understands Lean Manufacturing/Operations and technical problem-solving concepts and techniques. Demonstrated skills in all aspects of project management from initialization through completion by use of detailed work plans. Strong interpersonal skills and the ability to develop and grow supplier and system stakeholder relationships. Independently lead, consult, negotiate and communicate to engage physicians, executives and all levels of the organization to influence and drive results. Ability to address conflict, along with willingness and desire to challenge conventional thinking from all levels throughout the organization including senior level management. Demonstrated ability to think strategically, and perform cost analysis with a solid understanding of financial management concepts. Ability to proactively identify and bring forth any potential issues and formulate viable solutions. Strong analytical skills including ability to construct and execute multiple complex analyses (e.g. Total Cost of Ownership (TCO), Economic Value to Customer (EVC), Net Present Value (NPV) simultaneously. Ability to translate implications of analyses into preliminary recommendations. Excellent organizational, planning and project management skills. Ability to quickly gain a fact-based understanding of current supplier base and major trends in relevant markets. Knowledge of contract law and governing regulations with ability to work collaboratively with internal legal counsel for optimal System contracting. Ability to be a self-starter and independent worker requiring minimal supervision and the ability to manage priorities and manage own work, while achieving performance standards and work plan timing. Demonstrated ability to manage multiple and changing priorities. Comfortable operating in a collaborative, shared leadership environment. Personal presence that is characterized by a sense of honesty, integrity, and caring with the ability to inspire and motivate others to promote the philosophy, mission, vision, goals, and values of Trinity Health. Advanced Excel, Word and PowerPoint skills required. Knowledge of an Enterprise Resource Planning application is preferred.
PHYSICAL AND MENTAL REQUIREMENTS AND WORKING CONDITIONS
Work will generally be accomplished in an office environment and must be able to operate a computer, telephone and other office equipment. Must be able to file and maintain office records within contract management system. Ability to set and organize own work priorities, and adapt to them as they change frequently. Must be able to work concurrently on a variety of tasks/projects in an environment that may be stressful with individuals having diverse personalities and work styles. Must be able to travel to the various Trinity Health sites (20%) as needed.
