Key Job Elements
- Develop and implement talent acquisition strategies, processes, and best practices. Consult/Educate management regarding the talent market, sourcing of top talent, and all things hiring;
- Perform full life cycle recruitment for 10-15 open requisitions (Executive, Management and Salaried);
- Develop and maintain relationships, engagement and management of Progress Rail vendors related to talent acquisition;
- Assist with sourcing candidates for critical management and salaried candidates for req's owned by other HR Managers for locations throughout the U.S.;
- Partner with and acts as a subject matter expert for the hiring managers in filling their job openings with top talent. Works with hiring managers and interview teams to ensure job requirements and expectations are clearly understood and candidates are assessed against appropriate criteria. Regular follow up with the respective hiring managers and candidates is essential;
- Create or modify job descriptions and converts them into attractive job postings. Posts and manages open positions via the company website (ATS system), job boards and with external Talent Acquisition agencies;
- Provide timely response and service to internal clients. Process employment requisition requests, activate and post jobs, and communicate effectively with the hiring manager and interview team to ensure preparedness during the interview process;
- Manage the offer process, including background checks, salary recommendations and negotiations; prepares and submits offers, rejection letters and closes the hiring process through onboarding;
- Act as Marketing and Communications contact for internal social media and company branding campaigns;
- Track and report on Talent Acquisition activity;
- Accurately convey, communicate, and support Progress Rail Brand, Mission and Vision;
- Supports EEO outreach and good faith efforts per our Affirmative Action Program.
Education / Training
- Bachelor's Degree from an accredited four-year college or university, preferably in Human Resources;
- Minimum of 10 years' experience in Talent Acquisition, preferably in both a corporate and search firm environment;
- Minimum of 5 years of experience in Talent Acquisition leadership.
Qualifications and Experience
- Possess a clear understanding of the end-to-end recruitment lifecycle processes; ability to source, evaluate, interview, and recommend qualified candidates; ability to follow internal Talent Acquisition processes and procedures; ability to interact effectively with corporate hiring managers to discuss detailed job requirements and candidate qualifications; ability to counsel hiring managers on processes, best practices as well as Federal and State employment law and compliance;
- Knowledge and experience in a wide range of current Talent Acquisition practices, policies, and trends;
- Strong strategic mindset and ability to solve problems and get results in a complex and ambiguous environment where flexibility and intensity are required;
- Experience with developing metrics & analytics, vendor management, regulatory compliance, training programs, compensation & benefits, performance management, policy administration, legal risk mitigation;
- Ability to grasp new technologies and learn quickly in a highly technical, fast paced environment; source candidates using creative methods which include cold calling & sourcing via the internet and social media; ability to work in a team environment, managing multiple internal clients;
- Ability to exercise initiative and independent judgment; deliver sensitive information clearly and with diplomacy - handle confidential information; operate in a self-directed manner;
- Excellent time management and communication (verbal and written) skills;
- Strong proficiency with MSOffice applications, MSWord, Excel, and database experience. Experience using ATS/RMS System(s), preferably Kenexa/BrassRing and has expertise with internet research.
Preferred Experience/Qualifications
- Proven ability and experience supporting 7-20 open exempt and non-exempt positions at any given time.
Essential and Physical Activities Functions
- Strength — Position involves work in a standard office environment. Frequent standing and walking and sitting. Rare lifting;
- Motion — Position requires standard occasional repetitive motions and hand/eye coordination associated with supervisory management and office communications.
- Vision/Hearing Requirements — Constant verbal communications, including both talking and hearing;
- Work Environment — Position will typically be located in an office environment;
- Emotional Demands — High-level management position requiring constant vigilance overseeing a high volume of critical contracts with focused attention to detail. Requires significant interpersonal skills and ability to multi-task;
- Safety — This is not a safety sensitive position. It is primarily an office position requiring awareness of the safety requirement in an office environment within the facility; must be capable of following all safety protocols.
