Job Overview
The Virginia Department of Transportation (VDOT) Information Technology Division (ITD) is seeking an experienced Senior Project Manager to lead and deliver complex IT projects involving multiple teams, parallel work streams, and accelerated delivery timelines. Reporting to the Program Manager, this role is accountable for the successful delivery and outcomes of assigned projects. The Senior Project Manager guides project teams through all phases of the Commonwealth Standard for Project Management—Pre‑Select, Initiation, Planning, Execution and Control, and Closeout—ensuring compliance with required processes and the achievement of project goals.
The selected candidate will (high level):
- Technical Project Leadership: Serve as a hands‑on senior technical project manager partnering with development teams, business leaders, enterprise architects, and technology owners to deliver complex, multi‑platform IT initiatives, including those leveraging emerging AI capabilities.
- Cross‑functional Coordination: Direct and synchronize project tasks, resources, timelines, and stakeholder expectations across ITD leadership, technical teams, business units, and governance bodies.
- Vendor & Partner Management: Oversee vendor, consultant, and contractor performance, including contract coordination, procurement collaboration, SOW validation, and delivery oversight.
- Project Documentation & Reporting: Maintain comprehensive project artifacts (budgets, schedules, risks, issues, metrics, and status reports) and deliver timely updates aligned with the communications plan.
- Clear, Adaptive Communication: Communicate complex technical concepts clearly to both technical and non‑technical audiences, fostering alignment across IT, security, business teams, and vendor partners.
- Risk Identification & Mitigation: Identify, assess, and mitigate technical, security, operational, and vendor‑related risks across all project phases.
- Architecture & Governance Alignment: Ensure all project solutions adhere to agency architecture standards, security policies, best practices, and VDOT/VITA project management governance requirements.
- Performance Measurement: Track and evaluate vendor and third‑party deliverables using defined KPIs and SLAs to ensure quality, timeliness, and contractual compliance.
- Milestone & Release Management: Manage project milestones, deliverables, change control, and release activities to ensure on‑time, on‑budget, and low‑disruption deployments.
- Testing Leadership: Coordinate planning and execution of testing activities, document test objectives, and ensure creation of detailed test plans, test cases, and acceptance criteria.
- Training & Adoption Support: Support system and application training efforts to ensure smooth adoption, operational readiness, and effective knowledge transfer.
- Technical Expertise: Provide senior‑level guidance on system upgrades, cloud and infrastructure modernization, application migrations, and remediation of security or asset vulnerabilities.
- Data & Integration Literacy: Apply strong understanding of infrastructure, databases, APIs, and application architectures to support planning, estimation, and technical decision‑making.
Skillset:
- A proven track record of successfully managing large-scale, complex IT projects, experience managing migration project budgets and schedules
- Azure services: Familiarity with Azure Migrate, Azure Site Recovery, and Azure Database Migration Service
- AI Awareness: Working knowledge of LLMs, Agentic AI, automation platforms, and data-driven decision tools
- Cloud concepts: Understanding of IaaS, PaaS, SaaS, and hybrid cloud environments
- Automation: Working knowledge of PowerShell, Azure CLI, and Infrastructure as Code (IaC)
- DevOps: Knowledge of DevOps principles and CI/CD pipelines
- PMP / Agile / Scrum
- Communication: Excellent verbal and written communication skills
- Leadership: Ability to guide cross-functional teams and manage stakeholder expectations
- Problem-solving: Strong analytical skills for risk mitigation and issue resolution
- Adaptability: Ability to thrive in fast-paced environments and manage multiple concurrent projects
