DEPARTMENTAL OVERVIEW

The PATH to Care Center leads the efforts to transform UC Berkeley campus into a community that is free of sexual violence, sexual harassment, intimate partner violence, and stalking through prevention, advocacy, training, and healing. We collaborate with the campus community to make social change with the goals of preventing, intervening in, and responding to harassment and violence, eliminating oppression, and creating the culture and environment we all aspire to and deserve. Position Summary

Reporting to the Assistant Director for Survivor Support Services of the PATH to Care Center, this position provides confidential and privileged counseling, assistance, and accompaniment for individuals concerning sexual violence, sexual assault, domestic violence, dating violence, sexual harassment, and stalking. The Advocate position coordinates and implements survivor/victim support services, including 24/7 crisis response. This position will implement and improve essential functions of a confidential department focused on preventing and responding to sexual violence and harassment, stalking, and intimate partner violence.

Major functions of the position include case management, crisis intervention services, empowerment-based advocacy, and expertise with regards to all of the legal and administrative options, resources, and referrals for survivors/victims of these forms of violence. Assistance provided may also include: accompaniment to hospitals, law enforcement agencies, district attorney's offices, court proceedings, and other agencies or locations if indicated by the needs of the client/survivor; intervening with agencies or individuals on behalf of sexual assault/domestic violence clients/survivors; provision of information and referrals for sexual assault/domestic violence clients/survivors and the public. The Advocate will evaluate summary data to identify trends to better inform outreach and response efforts.

Responsibilities

Advocacy - 60%

• Assists survivors in ways that are culturally competent and sensitive to race, gender-identity, culture, religion, ability, sexual orientation, and other identities.
• Conducts confidential crisis intervention, referral and follow-up support to students, staff and faculty impacted by sexual assault, dating violence, domestic violence, and stalking.
• Provides immediate crisis intervention, resource information, and referrals.
• Provides assistance, on behalf of the survivor/victim's interests, accessing and navigating in the court system, the District Attorney's office, medical care, victim's compensation and other victim rights, and may assist with other services such as providing emergency housing, food, clothing, transportation and assistance, referrals to local rape crisis and domestic violence centers.
• Obtains pertinent information from clients and other sources to serve survivor/victim's interests. Manages a diverse caseload.
• Acts in accordance with confidential California Sexual Assault and Domestic Violence Counselors.

Accompaniment - 15%

• Provides accompaniment in person and remotely for survivors who participate in various proceedings including but not limited to Title IX and law enforcement interviews, court proceedings, hearings, meetings with the District Attorney, medical exams, other campus meetings and processes.

Develop and Maintain Relationships - 10%

• Develop and maintain relationships with broad and diverse groups, on and off campus including: student organizations and student leaders, Title IX, University and local police departments, health services, Basic Needs Center, women and gender programs, Student Conduct, Human Resources, Academic Personnel, and Residential and Student Services Program, Financial Aid, academic deans and advisors, community agencies, and others.

Data Management

- 10%

• Maintains confidential and privileged case files.
• Collect and maintain baseline statistics.
• Review data and trends as determined and provide appropriate reports.
• Uses reporting data to improve advocacy efforts and outreach services.

Survivor Support Services Goals - 5%

• Assist in the goals for survivor support services including: evaluation of services; facilitating response trainings for campus and community partners; identify and develop strategies to reach diverse communities, particularly underserved populations; develop, facilitate, and participate in outreach efforts.

REQUIRED QUALIFICATIONS

• Demonstrated experience managing complex and difficult decisions when university policy is ambiguous, there is latitude for usage of judgment, or the client's reaction to advocacy methods may be less predictable. Ability to recognize complex cases that may require transferring to an advocate with more experience.
• Experience exercising professional judgment and the flexible use of advocacy skills; able to effectively use professional skills, objectivity and insight in effectively advocacy services.
• Demonstrated ability to work with people of various ethnic, cultural and socio-economic backgrounds, sexual orientation and gender identities.
• Experience in public speaking, training, and facilitating curriculum and services in front of diverse audiences.
• Exercises professional judgment and the flexible use of advocacy skills.
• Strong skills in assessing levels of emotional distress and reacting appropriately.
• Interpersonal skills and political acumen to work effectively within and outside of the university system in developing relationships and programs to address programmatic issues and needs. Experience cultivating and sustaining ongoing collaborative relationships with a wide array of constituents (staff, faculty, students, community members, and with campus and community organizations) in order to accomplish goals.
• Organizational and planning skills to achieve progress on multiple, simultaneous projects, to meet deadlines and to maintain a high level of productivity in a dynamic, fast paced environment.
• Ability to change focus and manage interruptions effectively; answer immediate victim/survivor requests.
• Communication skills to prepare and deliver presentations and to prepare written reports, correspondence, proposals, program assessments, email and other materials for a variety of audiences ensuring compliance with departmental and university guidelines, practices and principles.
• Knowledge of the U.S. Department of Education's Office of Civil Rights / Title IX, Violence Against Women Act, Clery Act, CA Victim's Rights Laws, and The White House Task Force to Protect Students from Sexual Assault, and other relevant legislation and reports.
• Strong experience with computer programs used in the university such as Word, Excel, PowerPoint, case tracking systems and other key programs necessary to perform the requirements of the position.
• Incumbent must report to a qualified counselor as defined by California Evidence Code section 1035.2(a)(1).

EDUCATION / TRAINING

• Bachelor's degree in related area and/or equivalent experience/training. (Required)
• A sexual assault and domestic violence counselor who has at least 65 hours of state mandated training and is supervised by a qualified counselor. (Required)
• Is a qualified psychotherapist under the California evidence code, or has a master's degree in counseling or has one year of counseling experience with six months rape crisis experience. (Preferred)

LICENSES / CERTIFICATIONS

• California Certification for Sexual Assault Crisis Counselor Training. (Required)
• California Certification for Domestic Violence Advocates. (Required)

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted annual range that the University reasonably expects to pay for this position is $70,035.00 - $96,180.00.

This is an exempt, monthly-paid position.

This is a full-time (40 hours/week) Career position eligible for UC benefits.
