Job Description
Position Purpose:
This position manages the overall operations of the Transmission and Distribution (T&D) Department in the construction, maintenance, and repair of the water distribution system and company facilities with the end goal of providing excellent service and a superior customer experience. Maintain continual improvements in the operations, maintenance, and construction activities to ensure the following objectives are met: regulatory compliance, safety, departmental financials, and employee development.
Primary Duties/Responsibilities:
- Consistently acts in a manner that promotes and demonstrates the Company’s values, vision, and mission statement.
- Assists the Senior Operations Manager in providing customers with safe, reliable, and adequate service in the most cost-effective way.
- Provides direction and management to ensure that the department operates in compliance with regulations (including water quality, environmental health and safety, service, permits, etc.), Company policies and procedures, and best practices including required recordkeeping and data retention.
- Participates in the preparation of accurate and realistic annual operating and capital plans, manages the execution of these plans, and compiles, monitors, interprets, and manages Key Performance Indicators.
- Responsible for establishing and maintaining appropriate inventory levels and reorder quantities. Monitors and controls materials inventory.
- Reports information to measure and monitor non-revenue water statistics and works collaboratively to minimize NRW.
- Evaluates the efficiencies of construction and maintenance crews.
- Accountable for ensuring care and maintenance of all equipment including Department fleet vehicles.
- Maintains T&D shop areas, inventory yard, and facilities.
- Ensures the training and development of employees to equip them to perform their assigned duties efficiently, effectively, and safely.
- Drives departmental results and continuous improvement.
- Works closely with the other departments, mainly Field Service and Customer Service in a day-to-day capacity to respond and provide excellent customer service.
- Be able to use our external “Notify” system for communications to stakeholders/customers for project planning and or emergencies.
- Conduct special studies or analysis as requested by the Senior Operations Manager.
- Administers Company Union on-call program; available for 24-hour emergency call-out as part of a management rotation.
Qualifications
Education/Experience/Background:
- High School Diploma/GED is required.
- Associate degree or bachelor’s degree in engineering, business administration or related fields preferred.
- 5-10 years of experience in the construction and/or maintenance of water utility distribution system with at least 5 years’ experience in a supervisory role.
- Knowledge and experience in various areas of utility operations including distribution system, construction, and engineering. Water Quality, utility accounting, and procedures are a plus.
- Experience in a unionized work environment is preferred.
Knowledge/Skills/Abilities:
- Excellent Leadership skills including effective decision making and planning.
- Relationship management skills which develop and maintain good working relationships both internally (management / bargaining group) and externally (local, county, state regulatory agencies, community organizations, vendors, contractors, etc.).
- Excellent written and oral communications skills.
- Ability to be organized, multi-task and maintain strong time management.
- Capable of shifting priorities frequently and effectively under pressure.
- Business acumen and project management skills.
Required Certification/Licenses/Training:
- Delaware or Pennsylvania water operator/distribution license or the ability to obtain within 2 years.
