INTRODUCTION
The Board of Nursing is charged with ensuring safe nursing practice in New Mexico. The Board works with advisory committees around the state that assist with our program for nurses with a substance use disorder. The agency issues licenses or certificates to nurses, technicians, and aides in 10 different categories. The Board also investigates complaints against Licensed Nurses and Certificate Holders regarding potential violations of the Nursing Practice Act, that occur in hospitals, nursing homes, care facilities, laboratories, personal care providers, and therapy settings. The Board of Nursing also conducts site visits at pre-licensure nursing programs, and training programs for hemodialysis technicians and medication aides.
ROLE AND RESPONSIBILITIES
The Alternative To Discipline (ATD) Program Manager provides the essential clinical expertise necessary to ensure close scrutiny of compliance of nurses who participate in the Alternative to Discipline program and supervises the ATD Social Work Case manager. The incumbent oversees all aspects of the program including outreach, case management, reporting violators, testifying and monitoring participants. The incumbent ensures strict confidentiality of the program and adherence to all applicable laws such as the Nursing Practice Act, the Uniform Licensing Act, the Inspection of Public Records Act, the Open Meetings Act, HIPAA and the Privacy Act.
- Manages ATD functions in New Mexico, utilizes management skills to review, analyze and solve problems, and formulates alternatives independently, and implements case specific solutions as required by individual circumstances;
- Updates and revises policies and procedures, and performance objectives as needed, utilizing national trends and evidence based research to develop and revise program goals and objectives for the efficient delivery of the alternative to discipline program for nurses with substance abuse problems;
- Develops and implements education programs on substance abuse, to health care institutions for nurses, schools of nursing, private and public organizations, and assists in the development and presentation of the annual ATD conference;
- Organizes, attends or supervises all monthly regional advisory committee meetings, and assists in assessment and evaluation of all nurses within New Mexico;
- Provides information and assistance to employers and nurses inquiring about ATD, completes history and assessment of nurses prior to admission into ATD, completes intake paperwork, collects psychosocial evaluation(s), and initial contracts for nurses assigned to caseload(s);
- Maintains communication with nurse participants, employers, counselors, supervisors and other referral sources, drug screen coordinators, and assigned committee members of each nurse assigned to the caseload; and
- Maintains confidentiality as outlined in the Nursing Practice Act to support nurses in the successful completion of the program.
Works with the Director of Education and Practice to prepare the board agenda and present relevant issues to the board.
Works with the Director of Education and Practice in writing rules revision to assure the program is evidence based and is consistent with national and legal standards.
CUSTOMERS
Board members, Alternative to Discipline Program participants, staff, licensees, and public. This position reports to the director of education and practice.
MINIMUM QUALIFICATIONS
Associate degree in Business Administration, Healthcare Administration, Statistics, Finance, or a related field and three (3) years of experience with a public assistance program, medical, healthcare, educational, or state facility working with policies and procedures, conducting analysis/research, providing or requesting information from the general public, working with communities, working on health or social service related matters, social work/case management, behavioral health, and/or health care. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
EMPLOYMENT REQUIREMENTS
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive a Defensive Driving Course Certification within thirty (30) days of date of hire as a condition of continued employment.
This position is not covered by a collective bargaining agreement.
WORKING CONDITIONS
Office setting, exposure to VDT, extensive personal computer and phone usage. Services are provided in various settings throughout the State to a diverse racial and ethnic population. Reaching and lifting up to fifty (50) pounds may be required. Travel to provide outreach and coverage to attend meetings and training sessions with the occasional overnight stay is required.
