The Accountant Manager 3 is a highly responsible administrative accounting position that functions as a senior fiscal manager within the Fiscal Division of Louisiana Works. The incumbent is responsible for planning, organizing, and managing major accounting and fiscal programs and serves as principle support to the Fiscal Director.
The Office of Management and Finance (OMF) oversees the agency’s fiscal operations, budgeting, procurement and contracts, human resources, and other key administrative functions. We provide the internal support and oversight needed to ensure efficient, accountable, and transparent agency operations. OMF does not deliver direct services to the public.
Minimum Qualifications
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree with twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus three years of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Details:
- Directs, through subordinate managers, the planning, organization, and evaluation of fiscal operations to ensure alignment with departmental goals and regulatory requirements.
- Provides guidance, consultation, and technical direction to Accountant Managers and staff on complex fiscal and regulatory matters.
- Directs and oversees, through subordinate managers, daily accounting operations and financial reporting activities supporting all Louisiana Works programs.
- Establishes and enforces procedures governing payment processing, approvals, and documentation to ensure accuracy, timeliness, and audit readiness.
- Advises executive leadership on fiscal implications and provides recommendations related to financial strategy, policy development, and legislative initiatives.
