Align your credentials to specialty occupation standards
Program Manager roles at Carollo Engineers typically require a degree in civil, environmental, or mechanical engineering. Before applying, confirm your credential evaluation reflects a U.S. equivalent bachelor's degree or higher in a directly related field, since USCIS scrutinizes specialty occupation claims closely for management titles.
Target Carollo offices running active infrastructure programs
Carollo operates across multiple regional offices, and Program Manager openings concentrate around offices managing large municipal water contracts. Research which offices have active capital program work, since those locations drive the most consistent hiring and are more likely to initiate sponsorship for a long-term role.
Frame your proposal and client management experience clearly
Carollo's Program Managers own client relationships and project delivery, not just internal coordination. Emphasize experience running multi-phase engineering projects, managing subconsultants, and interfacing directly with public utility clients, because those specific competencies map to how Carollo defines the role during H-1B specialty occupation reviews.
Clarify your visa type before the offer stage
Carollo sponsors multiple visa categories, but the filing timeline and process differ significantly between H-1B, E-3, TN, and PERM-based Green Card pathways. Raise your visa type and current status early in conversations so the hiring team can involve their immigration counsel before an offer is drafted, avoiding delays.
Use Migrate Mate to identify active Program Manager openings
Carollo posts Program Manager roles across several locations and project areas, and listings move quickly. Use Migrate Mate to filter open positions by visa sponsorship eligibility, so you're applying to roles where sponsorship is already confirmed rather than asking employers to consider it case by case.
Understand the PERM timeline if you're targeting permanent residence
If your goal is a Green Card through EB-2 or EB-3, DOL's PERM labor certification process typically takes a year or more before USCIS even receives the I-140 petition. Raise long-term immigration goals during negotiation so Carollo's counsel can initiate the process early in your employment, not years later.
Frequently Asked Questions
Does Carollo Engineers sponsor H-1B visas for Program Managers?
Yes, Carollo Engineers sponsors H-1B visas for Program Manager roles. Because Program Manager is a management-level position, Carollo typically documents the role's specialty occupation basis carefully, linking the position to a required engineering or technical degree field. If you're subject to the H-1B cap, timing your application around the annual April filing window is essential.
How do I apply for Program Manager jobs at Carollo Engineers?
You can apply directly through Carollo Engineers' careers page, where openings are listed by region and project area. If you need visa sponsorship, Migrate Mate lets you browse Carollo's open Program Manager positions filtered by sponsorship eligibility, so you can confirm a role supports your visa type before submitting your application materials.
Which visa types does Carollo Engineers commonly use for Program Manager roles?
Carollo sponsors a range of visa types for Program Managers, including H-1B, E-3 visa for Australian nationals, TN visa for Canadian and Mexican nationals, and F-1 OPT for recent graduates transitioning into full-time roles. For candidates pursuing permanent residence, Carollo has sponsored EB-2 and EB-3 Green Card pathways, typically initiated after a period of employment.
What qualifications does Carollo Engineers expect for Program Manager roles?
Carollo generally looks for candidates with an engineering degree, professional licensure such as a PE, and demonstrated experience managing multidisciplinary project teams on water or wastewater infrastructure. Familiarity with public utility clients, capital program delivery, and subconsultant coordination is strongly valued. Senior Program Manager roles often require a decade or more of progressive engineering consulting experience.
How do I navigate the visa filing timeline after receiving an offer from Carollo Engineers?
Once you have an offer, Carollo's immigration counsel will typically prepare the Labor Condition Application for DOL certification before filing the I-129 petition with USCIS. For H-1B cap cases, this process must align with the annual registration window, which opens in March. E-3 and TN cases move faster and aren't subject to a cap or lottery, allowing more flexible start dates.
