ROLE DESCRIPTION
Arcadis is seeking a highly skilled and motivated Manager Program Controls Governance and Systems to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP). In this role, you will be responsible for reviewing the construction work plans and regular reporting on compliance and environmental permitting requirements.
We are working as the Delivery Partner along with team members and selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.
The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.
This is more than just a job — it’s a once-in-a-generation opportunity to contribute to a nationally significant infrastructure program that will reshape rail transportation, drive sustainable economic growth, and improve regional accessibility for millions. As part of this high-performing, multidisciplinary team, you will help deliver excellence on one of the most technically complex and high-profile projects in the world.
If you're seeking to make a meaningful, lasting impact — while advancing your career alongside some of the best minds in the industry — this is your moment.

Frame your PMP credentials for U.S. consulting
Arcadis operates in a highly credentialed consulting environment. If your PMP, PRINCE2, or equivalent certification was earned abroad, verify it translates directly on your resume and confirm any continuing education requirements are current before applying.
Target infrastructure-heavy program management openings
Arcadis concentrates Program Manager hiring around water, transportation, and environmental infrastructure projects. Roles tied to these sectors are more likely to carry dedicated sponsorship budgets than general corporate or internal PM positions at the company.
Clarify your visa type before the offer stage
Arcadis sponsors multiple visa categories including H-1B, TN, and F-1 OPT. During interviews, ask specifically which category applies to your situation so you know whether you're entering an H-1B lottery cycle or a cap-exempt pathway like TN.
Use Migrate Mate to filter active Program Manager openings
Sponsorship-confirmed Program Manager roles at Arcadis are searchable by visa type on Migrate Mate. Filter by your status before applying so you're only pursuing listings where your specific category is already supported.
Understand the LCA prevailing wage before negotiating
Arcadis must file a Labor Condition Application with the DOL before sponsoring an H-1B. The LCA locks in a prevailing wage for your role and location, so research DOL wage levels for Program Managers in your target city before entering salary discussions.
Prepare for PERM timing if you want permanent residency
Consulting firms like Arcadis sometimes initiate EB-2 or EB-3 PERM applications for long-tenure Program Managers. PERM requires DOL-supervised recruitment and typically takes one to two years before an I-140 petition can be filed, so start that conversation early.
Frequently Asked Questions
Does Arcadis sponsor H-1B visas for Program Managers?
Yes, Arcadis sponsors H-1B visas for Program Manager roles. The company operates as a large employer in the consulting and infrastructure sector, which means it regularly files H-1B petitions for qualifying positions. Because Program Manager roles at Arcadis typically require a specialized degree and meet the specialty occupation standard, they're well-suited for H-1B sponsorship. Confirm eligibility with your recruiter early in the process.
How do I apply for Program Manager jobs at Arcadis?
You can browse and apply for Program Manager positions directly through the Arcadis careers portal or find sponsorship-confirmed openings on Migrate Mate, where listings are filtered by visa type. Focus your applications on practice areas aligned to your background, such as water infrastructure, transportation, or environment, since those teams hire Program Managers most consistently and are more likely to move forward with sponsorship.
Which visa types does Arcadis commonly use for Program Manager roles?
Arcadis sponsors H-1B, H-1B1 visa, TN visa, F-1 OPT, and F-1 CPT for Program Manager positions, and also supports EB-2 and EB-3 Green Card pathways for longer-term employees. TN visa is available to Canadian and Mexican nationals in qualifying professional categories. F-1 OPT and CPT work for recent graduates early in their careers. The right category depends on your nationality, degree, and how long you've been in the U.S.
What qualifications does Arcadis expect for Program Manager roles?
Arcadis typically requires a bachelor's degree in engineering, architecture, environmental science, or a related technical field for Program Manager positions, along with demonstrated experience managing multi-stakeholder infrastructure or consulting projects. A PMP certification strengthens your profile significantly. Roles at senior levels often require experience with large-scale public sector clients, particularly in transportation, water, or environmental services, and familiarity with project delivery frameworks like design-build or construction management.
How long does the visa sponsorship process take for a Program Manager offer from Arcadis?
Timeline depends on your visa category. F-1 OPT can be activated quickly if you have remaining authorized work time. TN status for Canadians can be processed at the border on the same day. H-1B sponsorship requires filing during the annual lottery window in March, with an October 1 start date if selected, so expect a gap of several months between offer and start. Premium processing through USCIS can reduce H-1B adjudication time to roughly two to three weeks once the petition is filed.
