INTRODUCTION
There’s no pledge more important than the one we make to look after our environment, and we’re committed to helping you do exactly that.
Join us as we strive to ensure a sustainable future for our communities and the world we live in.
Become part of our global network of skilled engineers, scientists, auditors, planners and environmental specialists, all working together to leave this world better than we found it.
ROLE AND RESPONSIBILITIES
GHD has an opportunity for an Environmental Program Manager to join our Environmental Assessment and Remediation Group supporting major upstream projects. We are seeking self-motivated professionals with excellent technical skills, local regulatory knowledge, and values to build credible relationships with clients and the community. You'll need to be flexible in your approach to challenges and have a strong ability to think laterally in delivering technical solutions.
As Program Manager, you will be accountable for leading a value-stream ‘program of work’ within a portfolio delivery model. This role translates portfolio objectives into actionable delivery across multiple projects, provides program-level governance, and drives predictable execution through disciplined PMO practices (decision rights, performance management, change control, and risk mitigation) supported by consistent tools, processes, systems, and a common data environment.
This position leads the Upstream Production Field Support value stream, characterized by high-volume, repetitive, low-complexity work (sampling/reporting) across active production fields with basin- and state-specific regulatory requirements. Delivery emphasis includes rapid response and assessment workflows, streamlined reporting aligned with regulatory expectations, and strong coordination of field resourcing and regulatory engagement.
Working with an energetic and high performing team, this position offers a variety of work and will see you involved in:
- Interpret portfolio objectives and translate them into an actionable program plan delivered through projects and delivery teams.
- Establish and run program governance: clear decision rights, escalation paths, and time-bound issue resolution aligned to stage gates.
- Drive transparent, outcome-based performance management using governed dashboards and evidence-based reporting.
- Lead disciplined change control and risk management (single prioritized risk register with owners, actions, and escalation thresholds).
- Standardize and continuously improve systems, processes, toolkits, and data flows to enable repeatable delivery at scale.
- Coordinate cross-functional partners (delivery teams, SMEs, procurement, finance, HSE) and enable efficient onboarding within a unified framework.
- Oversee contract and commercial cadence (deliverable acceptance, invoice validation rules, dispute resolution, subcontractor flow-down requirements).
- Enable low-cost delivery and automation for repeatable work (clear handoffs, standardized work, and quality controls).
- Champion safety, environmental stewardship, and regulatory compliance as non-negotiable outcomes embedded in workflows.
Key responsibilities:
- Maintain regulatory compliance in active production settings while enabling operations through timely environmental support.
- Lead programmatic delivery across geographically dispersed sites; bundle work to improve field resourcing, scheduling, and regulatory reporting efficiency.
- Coordinate regulatory SMEs by basin/state and support early regulator engagement, advocacy, and consistent reporting expectations.
- Oversee program tools and controls such as compliance tracking by basin/regulatory authority, digital field data collection, and data visualization for program visibility.
- Implement early deviation detection and mitigation (cost, scope, compliance) and promote standardized billing, invoicing, and PO processes.
BASIC QUALIFICATIONS
- Demonstrated experience leading multi-project programs or value streams within a PMO-style governance model.
- Proven ability to establish decision rights, governance cadence, change control, and risk management practices.
- Experience working with regulated environmental, operational, or industrial programs with strong compliance expectations.
- Strength in performance management, financial oversight (forecast/variance), and partner/vendor/subcontractor governance.
- Strong communication skills and ability to lead integrated teams across multiple disciplines and geographies.
- Experience with digital field data collection, automated reporting workflows, and analytics dashboards used for compliance/performance monitoring.
- Background in Upstream field support programs (basin/state regulatory environments) and/or mining closure and waste management programs.
- Familiarity with structured delivery frameworks that embed assurance (verification, documentation, audit trails) into workflows.
Qualifications
- 10+ years of experience in the environmental market with a strong record of developing and implementing projects within the industry.
- Bachelor degree in a science- or engineering-related field.
- Professional Registration (Engineer or Geologist) is a plus.
This position requires pre-employment medical and drug screenings, to the extent allowable by applicable law, and employment is contingent upon successfully completing the pre-employment screenings.
Benefits:
- 401K - Employees are eligible to participate on the first day of the month following 3 months of service.

Frame Your LCA-Ready Experience Early
GHD files Labor Condition Applications through DOL before sponsoring H-1B or E-3 visa workers. Tailor your resume to show prevailing-wage-level responsibility, not just task execution, so your profile maps cleanly to the SOC codes GHD typically uses for program development roles.
Target GHD's Infrastructure and Advisory Divisions
GHD's Program Development Manager openings cluster around large infrastructure, water, and environmental consulting programs. Focusing your applications on these practice areas improves fit with active programs and aligns with the project scale where GHD consistently brings in senior international talent.
Position OPT as a Low-Risk Onboarding Path
If you're on F-1 OPT, make explicit that you can start immediately under your current authorization. GHD has sponsored F-1 OPT candidates, so framing your 12-month window as runway for a smooth H-1B transition reduces perceived sponsorship risk during offer negotiations.
Raise Sponsorship During the Offer Stage Directly
Don't wait for HR to surface the sponsorship conversation. Once you receive a verbal offer, confirm which visa categories GHD's immigration counsel can support for this role, whether that's H-1B, TN, or EB-2 PERM, so you understand your filing timeline before signing.
Build a Credentials Package That Supports PERM
EB-2 and EB-3 PERM filings require DOL to verify that no qualified U.S. worker was available. Prepare a clear record of your specialized qualifications, including program management certifications and sector-specific advisory experience, so the PERM recruitment documentation process reflects your unique skill set accurately.
Use Migrate Mate to Surface Active GHD Openings
GHD posts Program Development Manager roles across multiple regions and practice areas, and openings can close quickly. Use Migrate Mate to filter for GHD roles that explicitly support your visa category so you're applying to positions where sponsorship is already confirmed, not assumed.
Frequently Asked Questions
Does GHD sponsor H-1B visas for Program Development Managers?
GHD has sponsored H-1B visas for professional and managerial roles including program development functions. For this position, H-1B sponsorship typically follows an offer and requires GHD's immigration counsel to file a Labor Condition Application with DOL before USCIS adjudicates the petition. Sponsorship is role-dependent and not guaranteed for every opening, so confirming directly during the offer stage is the most reliable approach.
How do I apply for Program Development Manager jobs at GHD?
Applications go through GHD's careers portal, where roles are listed by region and practice area. For visa-dependent candidates, Migrate Mate is the recommended starting point, as it aggregates GHD's open Program Development Manager positions and filters by visa sponsorship eligibility, saving you the time of screening each listing manually before applying.
Which visa types does GHD commonly use for Program Development Manager roles?
GHD sponsors across several nonimmigrant and immigrant categories for this function, including H-1B, F-1 OPT, F-1 CPT, TN visa, and J-1 visa, as well as immigrant pathways through EB-2 and EB-3 PERM. TN visa is available for Canadian and Mexican nationals in qualifying professional categories. The right visa depends on your nationality, current status, and the specific role's requirements.
What qualifications does GHD expect for a Program Development Manager?
GHD's Program Development Manager roles typically require a bachelor's degree in a relevant technical or business discipline, with several years of experience managing complex programs in consulting, infrastructure, or environmental services. Sector-specific advisory experience, client relationship management skills, and familiarity with large-scale project delivery frameworks strengthen your candidacy considerably over a generalist profile.
How do I plan my timeline if GHD agrees to sponsor my H-1B?
H-1B cap-subject petitions are filed in April for an October 1 start date following a March lottery registration. If you're selected, USCIS adjudicates the petition over the following months. Candidates already in H-1B status can transfer without waiting for October. For F-1 OPT holders, confirming your OPT expiration date and STEM extension eligibility before the offer stage prevents gaps in your employment authorization.
