Definition
The IT Operations Manager functions as part of the management/lead team for the Technology Support Services Department. This position contributes to the development and implementation of organizational strategies, policies and practices.
Duties and Responsibilities
- Coordinates with the Chief Technology Officer and Engineering Manager to investigate emerging technologies and evaluate their integration into the current infrastructure and learning environments.
- Hires, supervises, trains, and mentors, and manages the Technology Technicians and the Technology Project Manager.
- Consults with schools and district administrators regarding the purchase and installation of infrastructure, computer hardware, software, and web-based applications to ensure technology solutions align with academic goals and instructional needs.
- Collaborates with the department’s Budget Analyst to determine the feasibility of technology purchase approval requests.
- Manages all technology equipment received throughout the district.
- Assists schools and departments with inventory-related issues.
- Maintains inventory of classroom display devices and coordinates the replacement of defective equipment with outside vendors.
- Maintains district inventories of computer and network equipment.
- Provides inventory reports to administrators and departments to assist in determining future purchases, documenting departmental expenditures, and tracking expenditures from specially allocated funding sources.
- Maintains an inventory of Visitor Management System parts and tracks district-wide replacement of parts.
- Trains technical staff at the building and school levels (SysOps) to follow operating procedures necessary to maintain proper inventory records and facilitate timely work order responses.
- Tracks and coordinates the distribution of equipment.
- Compiles data into reports for various departments and administrators as requested.
- Monitors the technology work orders to facilitate work flow and timely completion of assigned tasks.
- Assists in determining training needs and provide guidance and assistance to technicians as needed.
- Evaluates technicians performance and makes recommendations as needed.
- Directs technicians activities and establishes goals and objectives for these employees.
- Provides complete problem resolution, including diagnosis, identification of alternatives, cooperative solution selection with school representative(s), solution installation, debugging, user training if needed, and quality assurance.
- Plans and manages large-scale district technology initiatives and deployments.
- Oversees and verifies the state Digital Learning and Media Inventory (NCDLMI).
- Works with schools to establish system access to NCDLMI.
- Creates queries to extract information from the inventory system for report completion for NCDLMI.
- Maintains the District NCDLMI support site and coordinates the final review of all reports submitted.
- Compiles and verifies mid-year requests from the North Carolina Department of Public Instruction (NCDPI).
- Maintains documentation of all equipment received and disbursed by the Technology Support Services Department, as well as at other sites for district wide initiatives.
- Develops and maintains relevant documentation within the knowledge base support system.
- Identifies, researches, analyzes, and evaluates new technologies for potential instructional applications to enhance learning outcomes.
- Participates in short- and long-term technology planning for the district.
- Provides assistance in developing and preparing documents for technology procurement.
- Determines when excess computer equipment should be surplused and maintains records of surplused items.
- Communicates with other GCS departments that may be required to complete technology solutions.
- Respond to requests and inquiries from school system staff regarding computer, network, or telephone issues or problems.
- Responds to assignments involving the installation, repair, maintenance and on-going operation of computer hardware equipment, software applications, and peripheral devices.
- Installs software upgrades and patches to ensure maximum functionality and uptime.
- Determines the validity of technology needs, provides technology estimates, and facilitates installations for new classroom space requests.
- Oversees compliance with federal E-Rate program filing and documentation requirements, including developing requests for proposals (RFPs), evaluating bids, and managing vendor relationships.
- Performs other duties as assigned.

Physical Requirements
- Must be able to physically perform the basic life operational functions of reaching, walking, standing, talking, lifting, hearing, fingering and repetitive motions.
- Must be able to perform heavy work exerting up to 50 pounds of force on a regular basis to carry equipment, and/or up to 20 pounds of force frequently and a negligible amount of force to constantly move objects.
- Must possess the visual acuity to prepare data, work with record processes, and do extensive reading and research.
Minimum Education and Experience
- Associates degree is required and four years’ experience in the K-12 educational network environment or any equivalent combination of training and experience.
- Bachelors’ degree in related field preferred.
