Salary Range: $60,000–$74,000 annually, based on qualifications and experience
Position Summary
Serenity C&C Inc., a Virginia Department of Behavioral Health and Developmental Services (DBHDS) licensed provider, is seeking an experienced and strategic Director of Operations to oversee the organization's administrative, financial, human resources, and operational functions. The Director of Operations ensures efficient daily operations, regulatory compliance, fiscal accountability, and the implementation of policies and procedures that support quality service delivery.
This leadership position works collaboratively with the Executive Leadership Team, Program Directors, and administrative staff to promote operational excellence while maintaining compliance with DBHDS regulations, federal and state employment laws, Medicaid requirements, and company policies.
Essential Duties and Responsibilities
Operational Leadership
- Direct and oversee the day-to-day administrative operations of the organization.
- Develop, implement, and continuously improve operational policies, procedures, and organizational systems.
- Monitor organizational performance and identify opportunities to improve efficiency and effectiveness.
- Ensure all operations comply with DBHDS licensing regulations, Medicaid requirements, HIPAA, OSHA, and applicable federal and Virginia laws.
- Collaborate with executive leadership to support strategic planning and organizational growth.
- Serve as a liaison between executive leadership, program management, vendors, auditors, and external agencies.
Human Resources
- Oversee all Human Resources functions, including recruitment, onboarding, employee relations, performance management, benefits administration, and compliance.
- Ensure completion of criminal background investigations, Central Registry checks, and all required pre-employment screenings.
- Maintain personnel records in accordance with applicable laws and regulations.
- Coordinate employee orientation, mandatory training, and professional development initiatives.
- Ensure annual performance evaluations are completed according to company policy.
- Assist leadership with employee disciplinary actions and performance improvement plans when necessary.
Financial Operations
- Monitor billing operations, accounts payable, accounts receivable, and monthly financial reporting.
- Coordinate annual audits and maintain relationships with accountants, auditors, insurance providers, and financial vendors.
- Assist with budget preparation, financial forecasting, purchasing, and expense management.
- Ensure timely payment of organizational expenses and accurate fiscal documentation.
- Management of Vendor Contracts
Compliance and Quality Assurance
- Maintain all organizational licenses, certifications, insurance policies, and required renewals.
- Ensure operational compliance with DBHDS standards, Medicaid regulations, and internal quality assurance requirements.
- Participate in licensing reviews, audits, and corrective action planning.
- Maintain the organization's Operational Guide, employee handbook, policies, and job descriptions.
- Support risk management initiatives and workplace safety programs.
Leadership and Staff Development
- Supervise administrative personnel and training staff.
- Conduct regular meetings with Program Directors and department leaders.
- Foster a positive workplace culture focused on accountability, teamwork, professionalism, and continuous improvement.
- Support organizational training initiatives, including CPR, First Aid, TOVA, and other required certifications.
- Promote exceptional customer service and client satisfaction through operational improvements.
Qualifications
Education
Required
- Bachelor's degree in Business Administration, Healthcare Administration, Human Resources, Finance, Public Administration, or a related field.
Preferred
- Master's degree in Business Administration (MBA), Healthcare Administration (MHA), Public Administration (MPA), or related discipline.
Equivalent Experience
In lieu of a bachelor's degree:
- Minimum of five (5) years of progressively responsible management experience in business operations, healthcare administration, behavioral health, developmental disabilities, finance, or a related field.
- Minimum of five (5) years of supervisory or leadership experience.
Experience
Required:
- Three (3) years of progressively responsible operations or administrative leadership experience.
- Experience supervising multidisciplinary teams.
- Experience with budgeting, payroll, compliance, and Human Resources.
- Experience using Microsoft Office Suite and payroll/HRIS software.
Preferred:
- Experience working for a DBHDS-licensed provider.
- Knowledge of Virginia Medicaid and behavioral health regulations.
- Experience preparing for licensing inspections and audits.

- Strong leadership and organizational skills.
- Excellent written and verbal communication.
- Demonstrated ability to lead multiple departments simultaneously.
- Strong analytical and problem-solving abilities.
- Knowledge of Human Resources best practices and employment law.
- Experience with budgeting, financial management, and purchasing.

Certifications and Requirements
- Valid Virginia driver's license with an acceptable driving record.
- CPR and First Aid Certification (or ability to obtain within 90 days of hire).
- TOVA training, if required by organizational policy.
- Successful completion of:
- Criminal History Background Check
- Virginia Central Registry Check
- Drug Screening (if applicable)
- Verification of education and employment
Physical Requirements
- Ability to sit, stand, walk, bend, and lift up to 25 pounds.
- Ability to travel to program locations and attend meetings throughout Virginia as needed.
- Ability to operate standard office equipment and computers.
