The New Mexico Department of Finance and Administration (DFA) serves as the State's central financial and administrative agency, helping ensure that public resources are managed responsibly and effectively. DFA supports state government through statewide budgeting, accounting, financial reporting, payroll, cash management, procurement oversight, and the development of fiscal policies that impact agencies across New Mexico.
Within DFA, the Financial Control Division (FCD) plays a critical role in maintaining the integrity of the State's financial operations. FCD partners with agencies throughout state government to oversee financial transactions, support statewide accounting systems, provide technical guidance, and ensure compliance with accounting standards and fiscal policies.
This position offers a unique opportunity to work at the center of New Mexico's financial operations. PURPOSE:
This position exists to help ensure the State of New Mexico's financial operations are accurate, efficient, and responsive to the needs of state agencies and the public. Serving as a key member of the Financial Control Division, this role supports the movement and oversight of millions of dollars in statewide financial transactions each year, helping safeguard public resources and maintain confidence in the State's financial processes.
The position acts as a critical liaison between state agencies, the State's fiscal agent bank, and internal DFA teams to facilitate banking transactions, payment processing, enterprise financial system activities, and General Fund operations. By analyzing transactions, resolving issues, and providing technical guidance, this role helps agencies navigate complex financial processes while ensuring compliance with statewide policies and accounting requirements.
In addition to supporting daily operations, this position contributes to broader statewide initiatives aimed at improving financial processes, strengthening internal controls, and enhancing customer service. The work performed directly impacts the State's ability to make timely payments, execute legislative appropriations, maintain accurate financial records, and support the services New Mexicans rely upon every day.

Responsibilities
This position plays an integral role in supporting the State of New Mexico's financial operations by coordinating and processing a wide range of banking, accounting, and payment activities that impact agencies across state government. The incumbent works closely with internal DFA teams, state agencies, and external partners to ensure financial transactions are completed accurately, efficiently, and in compliance with applicable laws, regulations, and statewide policies.
The role is responsible for analyzing and resolving complex payment and banking issues, reviewing financial transactions for accuracy and completeness, and helping maintain the integrity of data within the State's enterprise financial systems. The position supports critical statewide functions such as payment processing, banking activities, cash management, allotment-related transactions, operating transfers, and other financial processes that facilitate the execution of legislative appropriations and daily government operations.
In addition to operational responsibilities, this position serves as a trusted resource to agencies throughout the state by providing technical guidance, answering questions, and assisting with the resolution of accounting and financial issues. The incumbent monitors financial activity, identifies discrepancies or opportunities for improvement, and recommends corrective actions that strengthen internal controls and reduce operational risk.
The position also contributes to statewide financial reporting and audit activities by helping maintain accurate records and supporting compliance initiatives. As part of a collaborative team environment, the employee participates in cross-functional projects, process improvement efforts, and system enhancement initiatives designed to modernize and improve the efficiency of statewide financial operations. The successful candidate will have the opportunity to develop expertise across multiple areas of governmental finance while making a meaningful contribution to the stewardship of public resources and the effective delivery of services to New Mexicans.
CUSTOMERS
The work performed in this position supports all State of New Mexico agencies and partner entities that rely on the Department of Finance and Administration to facilitate critical financial operations and provide technical guidance. The position serves a diverse customer base that includes agency leadership, fiscal staff, payroll personnel, budget officers, and program administrators throughout state government, as well as external partners such as the State's fiscal agent bank and other service providers.
Although much of the work occurs behind the scenes, the impact is statewide. By helping ensure that financial transactions are processed accurately and efficiently, appropriations are executed appropriately, and agencies receive timely support, this position contributes to the effective delivery of government services that benefit New Mexico's citizens. The role requires a strong commitment to customer service, collaboration, and stewardship of public resources while supporting the mission and operational needs of agencies across the State.
MINIMUM QUALIFICATIONS
Bachelor's Degree in Accounting, Finance, Auditing, or Business Administration and two (2) years directly related work experience in accounting, auditing, finance, and/or budgeting. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
EMPLOYMENT REQUIREMENTS
State issued ID or Driver’s License.
Pre-employment criminal background check is required, and employment is conditional pending results.
WORKING CONDITIONS
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Work schedule from Monday to Friday, 8:00am to 5:00pm.
