Credence has an immediate need for a Supply Chain Metrics Analyst who will be primarily responsible for supporting the F-35 Joint Program Office at Wright Patterson Air Force Base, OH.
The F-35 Joint Program Office (JPO) is responsible for the life-cycle program management of the F-35 Lightning II, which includes the F-35A, F-35B, and F-35C variants. It oversees the development, delivery, and sustainment of this fifth-generation joint strike fighter for the U.S. Air Force, Navy, Marine Corps, and international partners. The JPO also collaborates with various partners to drive innovation and cost efficiency in enhancing the F-35's capabilities.
Responsibilities include, but are not limited to the duties listed below
- Provide oversight and reporting of aircraft supply chain effectiveness.
- Support development of the strategy for supply chain requirements, oversee quality deficiency reporting and provide metrics and performance reporting.
- Utilize metrics and analysis from logistics performance data to recommend initial supply levels, and adjust them as necessary, for all retail locations.
- Monitor and track locations for different levels of consumption/use-based phase of flight operations (qualification, training, deployment, etc.) for adjustments in base spares packages to ensure the parts that are needed are the parts that are available.
- Track Service and partner unique plus ups to ensure stock levels are not adjusted to the point of encroaching on peculiar, funded requirements for retail supply levels.
- Oversee and enforce business rules decided by the Enterprise to ensure assets are issued to using units/services/partners responsibly and transparently.
- Shape item management strategies and procedures within supply chain support functions.
- Develop, maintain, and utilize the algorithms and analytical methodologies for the supply chain management function.
- Utilize inputs from across the enterprise to evolve current tools and incorporate them into weapon system and commodity demand/consumption data.
- Safeguard metrics standards responsibly evolve to drive supply chain performance and behavior by holding PSPs accountable for the performance listed in their respective contracts.
- Prepare reports and findings to support the adjudication of PSP or vendor performance data.
- Support business management functions in order to determine the build, type and configuration of DSP/ASP kits needed for unit deployments.
- Analyze requirements passed by deploying units to ensure the appropriate mix and configuration of parts are included based on the configurations of aircraft deploying.
- Monitor the progress of PSPs to configure and deliver the DSP/ASP kit.
- Determine any shortages within the DSP/ASP to ensure PSPs backfill the kits with the needed items of supply.
- Query and extract data from systems used by the organization, warfighter, item managers, equipment specialists, and depot maintenance providers to develop strategies for improving product support. Data systems include but are not limited to: Air Force Portal, AFTOC, Item Manager Wholesale Requisition Process (D035A), Master Item Identification Data Base System (D043), DoD E-mall, Defense Repair Information Logistics System (DRILS), Global Combat Support Systems (GCSS), Federal Logistics Information System, Joint Deficiency Reporting System (JDRS), Logistics Installations and Mission Support Enterprises View (LIMSEV), REMIS, SMART, Weapon System Management Information System-Readiness Assessment Module (WSMIS-RAM), and other DoD/Service/CPP systems as required.
- Provide knowledge of statistical data analysis, modeling, simulation, optimization, and analytical capability to support the Government in developing and implementing standard, performance-management measures and metrics, including the methodology, to set targets and assess progress, with focus on the organization’s Strategic Plan (goals and objectives) or other Government directed areas, such as costs-effectiveness and efficiencies.
- Conduct the maintenance of existing performance measures and metrics and the development, coordination, and implementation of new metrics and targets for the purpose of measuring performance across all business areas. This shall include the development of business rules for metrics data collection, metrics, and (metrics) tools supporting performance measurement.
- Routinely review and analyze existing business rules to ensure relevancy to the desired performance end state/target.
- Develop metrics that include the development of performance measures, identification of data sources, determination of frequency of data pulls, determination of formats, documentation of calculations, and analysis of the metric data.
- Use recognized statistical techniques and tools to accomplish lagging indicator analyses. These shall include statistical process control techniques, trending, cyclical and erratic pattern identification, root cause analysis tools such as Five Whys, Failure Modes and Effects Analysis (FMEA), Pareto analysis techniques, Fault Tree analysis, Ishikawa diagrams, shift detection techniques and other similar tools. Lagging indicator analysis shall be used to measure historical performance, identify/analyze results of actions and/or initiatives and to review against previous predictions.
- Use recognized statistical techniques and tools to accomplish leading indicator analyses for time series. These shall include predictive forecasting techniques such as basic moving average, exponential smoothing, regression analysis, and Box-Jenkins.
- Apply forecasting techniques and tools to identify confidence levels and margins of error, sensitivity analyses, what-if analyses, hypothesis testing, and modeling and simulation to improve the metrics program forecasting and planning efforts.
