PURPOSE OF THE ROLE
The Civil/Structural Technical Manager is responsible for leading the delivery of civil and structural engineering services and indirect construction support activities across capital projects in the energy, chemicals, and resources sectors. This role provides strategic and technical leadership to ensure engineering excellence, efficient project execution, and the implementation of sustainable, innovative solutions that support Worley's commitment to delivering a more sustainable world.
The position oversees the planning, coordination, and execution of civil and structural technical services, ensuring projects are delivered safely, on schedule, within budget, and in accordance with applicable codes, standards, and customer requirements. The role serves as a key liaison between engineering, construction, project management, and client teams, driving continuous improvement and operational excellence throughout the project lifecycle.
KEY RESPONSIBILITIES
Leadership & Strategy
- Lead and manage civil and structural technical services and indirect support functions for multiple projects and programs.
- Develop and implement strategies that improve project delivery, engineering efficiency, and resource utilization.
- Support business development activities by providing technical expertise, estimating support, and strategic input during proposal development.
- Align departmental objectives with Worley's sustainability initiatives and long-term business goals.
Technical Management
- Provide technical oversight for civil and structural engineering activities, including:
- Site development and grading
- Foundations and concrete structures
- Structural steel design and detailing
- Buildings and industrial facilities
- Pipe racks and equipment supports
- Temporary works and construction engineering solutions
- Ensure all engineering deliverables comply with applicable codes, standards, specifications, and regulatory requirements.
- Review and approve engineering designs, calculations, specifications, and technical documentation.
- Resolve complex technical issues and provide guidance on constructability, risk mitigation, and design optimization.
Project Execution
- Coordinate engineering and indirect support services from project initiation through construction, commissioning, and project closeout.
- Develop execution plans, resource forecasts, and schedules to support successful project delivery.
- Monitor project performance, budgets, and progress against key performance indicators.
- Identify and implement opportunities to improve productivity, reduce costs, and optimize project outcomes.
- Support management of engineering change processes and ensure timely resolution of technical issues.
Resource & Team Management
- Lead, mentor, and develop multidisciplinary engineering teams, promoting a culture of collaboration, accountability, and continuous learning.
- Oversee workforce planning, recruitment, and resource allocation to meet project demands.
- Establish performance expectations and support employee development through coaching and succession planning.
- Foster a strong safety culture and ensure compliance with all company HSE policies and procedures.
Stakeholder Management
- Build and maintain strong relationships with clients, suppliers, contractors, and internal stakeholders.
- Act as the primary point of contact for civil and structural technical matters.
- Facilitate communication between engineering, procurement, construction, and project management teams.
- Support customer satisfaction initiatives and ensure delivery of high-quality technical services.
Governance & Compliance
- Ensure compliance with company procedures, engineering standards, and applicable industry regulations.
- Lead quality assurance and quality control initiatives within the civil and structural discipline.
- Support risk management activities by identifying and mitigating technical and execution risks.
QUALIFICATIONS / SKILL SET
Education
- Bachelor's degree in Civil Engineering, Structural Engineering, or a related engineering discipline required.
- Professional Engineer (PE) registration preferred.
Experience
- Minimum 12+ years of progressive experience in civil and structural engineering within the energy, chemicals, industrial, or infrastructure sectors.
- Minimum 5+ years of leadership or management experience leading technical teams and project execution.
- Demonstrated experience managing complex, multidisciplinary engineering projects from concept through construction completion.
Technical Competencies
- Strong knowledge of civil and structural engineering principles, industry codes, and standards, including AISC, ACI, ASCE, IBC, and OSHA requirements.
- Experience with industrial facilities, heavy foundations, steel structures, and construction support engineering.
- Knowledge of constructability reviews, field engineering, and construction execution practices.
- Experience utilizing engineering software and digital technologies to improve project delivery and performance.
