Position Summary

The Safe and Affordable Housing Director sets the strategic direction for United Way’s housing portfolio, aligning investments, partnerships, and initiatives to accelerate measurable progress toward poverty reduction and housing stability across Central Indiana. Additionally, this position works in a collaborative and integrated manner with team members across the Impact Division as well as across all other areas of United Way to ensure that organizational goals and strategies are realized, and to assist Central Indiana in making significant progress toward meeting its poverty reduction goals. As a leader within the Impact Division, this position represents United Way in community-wide housing efforts and influences systems-level change through strategic partnerships and data-informed decision-making.
Position Duties & Responsibilities

Safe & Affordable Housing Strategy and Execution
- Leverage a deep and comprehensive understanding of the multi-faceted housing ecosystem throughout Central Indiana to implement and lead the strategic direction of the safe and affordable housing portfolio of work and supporting strategies
- Lead and develop the Safe and Affordable Housing team, establishing clear priorities, performance expectations, and accountability to ensure execution of programs, initiatives and investments that support the organization’s goals and priorities.
Portfolio Implementation and Management
- Set and steward the strategic direction for United Way’s Safe and Affordable Housing issue area, ensuring alignment with organization priorities, community needs, and long-term goals.
- Design and oversee a portfolio of housing strategies and investments, determining priorities, resource allocation, and performance expectations to drive measurable outcomes.
- Establish long-term sustainability strategies for the safe and affordable housing initiatives through collaborative fundraising and resource development, community and stakeholder engagement, and collaborate with stakeholders to measure the impact of investments supporting Central Indiana households distanced from poverty.
Grantmaking Administration & Leadership
- Provide strategic oversight of the safe and affordable housing investment portfolio, ensuring funding decisions, partner selection, and performance monitoring align with United Way’s values, impact priorities, and standards of organizational integrity.
- Lead the team to maintain a depth of knowledge and opportunity for investment in safe and affordable housing outcomes supporting Central Indiana residents and households.
- Oversee and ensure the integrity, effectiveness, and alignment of grantmaking investments through structured review processes, performance monitoring, and partner engagement.
- Serve as a strategic partner to grantees, providing guidance and thought leadership to strengthen approaches to systemic housing challenges and advance shared impact goals.
Strategic Community Engagement
- Represent United Way as a leader in community-wide housing collaboratives, working groups, and meetings to influence cross-sector strategies and advance safe and affordable housing outcomes in the Central Indiana community.
- Extract and leverage systems level collaboration to inform and shape UWCI’s execution of safe and affordable housing-based initiatives and investments by analyzing and synthesizing information across a variety of sources to make recommendations to UWCI’s Leadership and Executive Team.
Integration and Collaboration
- Closely collaborate with Impact Funds team to align strategic efforts and to analyze outcomes; Collaborate in an intentional and forward-thinking way with colleagues within and across the organization, and external stakeholders to maximize the impact of United Way's resources
- Serve as the organization’s thought leader on safe and affordable housing key issues, translating evidence-based best practices, policy trends, and community data into strategic direction and investment priorities.
Qualifications (Education & Experience)
- Relevant experience may be considered in lieu of formal education where appropriate.
- Bachelor’s degree; Master’s degree preferred; public policy, urban planning, public administration, community development, non-profit management, social work, economics, political science, etc.
- At least 5-10+ years of relevant experience, including work in human services or nonprofit management
- Experience working with a broad range of safe and affordable housing-based partners, institutions, and stakeholders
- Demonstrated experience leveraging systems-level partnerships to identify systemic barriers and advance change
- Demonstrated experience building and managing diverse networks to support systemic outcomes
- Strong project management experience with the ability to execute, delegate, and follow through to achieve intended results
- Knowledge of the Central Indiana region is desirable

- Strong adaptive problem-solving skills and sound judgment in ambiguous situations
