Primary Purpose: Provide leadership and technical support for Measurement Technicians.

Primary Responsibilities:

• Provide technical and leadership to area measurement technicians and facilities to ensure the safe, accurate and efficient operations of all equipment and systems.
• Set work schedules and delegate assignments for Measurement team.
• Maintain accurate gas measurement facilities and manage lost and unaccounted product.
• Ensure accurate and timely closing of measurement data each month.
• Respond to requests from internal and external customers for measurement data information.
• Assist with developing Capital and O&M expense budgets based on staffing, resource requirements, cost estimates, objectives and goals. Continually manages and forecasts the cash flows.
• Work with the Technical Services Manager and team to resolve complex measurement data problems.
• Provide engineering and operations services relating to all aspects of interconnect facilities and other field projects including: cost estimating, measurement design, contract review, and construction management.
• Responsible for regulatory compliance and act as a company representative during DOT inspections.
• Provides training to make full use of individual capabilities and to meet changing system demands. Orients new employees as to procedures, policies, location and operation of equipment.
• Works with Measurement Technicians to improve their skills in all phases of their job requirements.
• Foster a positive open work environment, systems approaches and disciplined execution of all assigned tasks.
• Manage personnel related matters, including providing performance based feedback, providing support and completing administrative paperwork as needed.
• Demonstrate and enforce the highest professional integrity, ethics and safety discipline.
• Demonstrate and reinforce a culture of regulatory compliance.
• Deal with a wide variety of people with tact, courtesy and professionalism.
• Maintain a high regard for personal safety, for the safety of company assets and employees, and the general public.

Minimum Requirements:

• Bachelor's degree from an accredited institution or equivalent experience.
• Preferred degree in Engineering or a related discipline.
• A minimum of 8+ years direct work experience in pipeline system measurement operations, including prior supervisory/management experience may be considered as a substitute for a degree.
• Adequate computer skills (MS operating system, MS Word, MS Excel, measurement software, etc.)
• Adequate knowledge of current AGA and GPA standards and guidelines.
• Adequate knowledge and understanding of turbine meters, PD meters, Coriolis meters, ultrasonic meters, and gas chromatography.
• Understanding of design, construction, and troubleshooting of meter stations.
• Knowledge and experience in safe handling practices of flammable gases, liquids and high and low pressure systems.
• Good math skills (addition, subtraction, multiplication, division, fractions, decimals).
• Strong leadership skills and the ability to manage crews at multiple locations and multiple tasks on a daily basis.
• Solid communication (verbal and written) and interpersonal skills.
• Demonstrated ability to lead towards operational excellence.
• Strong customer focus in dealing with engineering, field operations and other internal and external groups.
• Must be able to perform all essential and marginal functions of the job.
• Must be able to work with a team, take direction from management, adhere to required work schedules, focus attention on details, and follow work rules.
• Ability to successfully perform multiple tasks with strict deadlines.
• Ability to organize and prioritize daily work.
