INTRODUCTION
The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed at moving the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.
ROLE AND RESPONSIBILITIES
The Deputy Director of Recruitment works collaboratively with executive leadership, internal stakeholders, cross-functional teams, and external partners to anticipate workforce needs, address recruitment and hiring challenges, strengthen retention strategies, and enhance the overall candidate experience. This role also ensures full compliance with applicable laws, civil service regulations, collective bargaining agreements, and departmental policies. The Deputy Director of Recruitment plays a critical role in establishing recruitment priorities, evaluating hiring trends, resolving complex staffing challenges, and ensuring full compliance with all applicable laws, civil service requirements, collective bargaining agreements, and departmental policies. This position exercises sound judgment, influences decision-making at the senior leadership level, and supports the Department’s broader operational and public safety objectives through effective talent acquisition leadership. This role operates independently with general supervision and broad latitude for the exercise of independent initiative and professional judgment. The Deputy Director is responsible for, but not limited to, the following:
- Provide senior-level operational oversight of recruitment, onboarding, and retention efforts for all uniform and civilian DOC positions across designated units.
- Lead and manage the full lifecycle recruitment process, including vacancy planning, job posting development, candidate screening, interview panel coordination, hiring pool management, and appointment actions.
- Serve as a strategic advisor and primary liaison to hiring managers and command leadership to assess workforce needs, resolve staffing challenges, and support operational continuity.
- Lead recruitment teams through organizational change, process modernization, and evolving workforce demands, ensuring alignment with departmental priorities.
- Oversee and manage all DCAS-related staffing tickets by reviewing, prioritizing, assigning, and monitoring requests to ensure timely and accurate resolution. Identify trends and recurring issues to support continuous process improvement while maintaining confidentiality and compliance standards.
- Ensure staffing operations remain fully compliant with applicable federal, state, and city employment laws, civil service requirements, and collective bargaining agreements.
- Partner with the Director of Recruitment to analyze time-to-hire metrics, workforce data, and recruitment analytics to identify risks, trends, and opportunities for operational improvement.
- Mentor, develop, and provide performance oversight to Recruitment Supervisors and Specialists, by promoting accountability, consistency, and professional development.
- Review, standardize, and enhance recruitment workflows, internal controls, and documentation to improve efficiency, accuracy, and audit readiness.
- Collaborate closely with other HR units and external agencies, including DCAS, to ensure alignment with departmental and citywide workforce initiatives.
- Lead or support special initiatives and strategic projects as assigned by executive leadership.
- Perform additional related duties as required.
MINIMUM QUALIFICATIONS
- A baccalaureate degree from an accredited college, and four years of satisfactory full-time experience in the field of investigations, auditing, law enforcement, criminal justice, or in a major operational area of the agency in which the appointment is to be made, 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing investigations or related work; or
- Education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
PREFERRED QUALIFICATIONS
- A minimum of seven (7) years of progressively relevant experience in recruitment, human resources, or workforce operations, including at least three (3) years in a supervisory or managerial capacity.
- Demonstrated leadership experience managing staffing or recruitment teams.
- Adept at solution-orientation, problem solving with sound judgment and a proactive approach to decision-making.
- Strong understanding of employment laws, labor relations, and public sector HR practices.
- Excellent communication, negotiation, and interpersonal skills.
- Ability to analyze data, develop strategies, and implement solutions.
- Proficiency with HR information systems and applicant tracking systems.
- Bachelor’s degree in human resources or business administration, sociology, psychology.
- Knowledge of correction operations and workforce challenges preferred.
