PURPOSE: The Manager, Budget and Finance will:
- Lead the day-to-day budget and financial operations of Behavioral Health Services Division (BHSD);
- Manage a complex operating budget of more than $115 million, including significant state and federal funding, and provide financial oversight for nearly $200 million in additional behavioral health appropriations and initiatives;
- Oversee budget development, financial reporting, federal grant management, reconciliations, and fiscal monitoring, including reconciliation of Administrative Services Organization provider claims and financial activity with the State's SHARE financial system;
- Maintain strong internal controls, improve financial processes, and ensure BHSD funds are managed accurately, timely, and in compliance with applicable requirements;
- Work closely with division leadership, program staff, and financial partners to identify fiscal risks, develop innovative solutions, and support the continued expansion of behavioral health services throughout New Mexico.
Responsibilities: The Manager, Budget and Finance is responsible for:
- Leading the development, management, and ongoing monitoring of BHSD's annual operating budget of more than $115 million, including state and federal funding;
- Overseeing financial management and reporting for special appropriations and behavioral health initiatives, including nearly $200 million in new investments associated with the 2025 passing of Senate Bill 3 and other statewide priorities;
- Managing federal grant budgets, revenue projections, expenditure monitoring, grant closeouts, and compliance with applicable state and federal requirements;
- Overseeing reconciliation of Administrative Services Organization provider claims and financial activity with SHARE and BHSD financial records;
- Developing and maintaining strong internal controls, financial procedures, and reconciliation processes to improve accuracy, accountability, and audit readiness;
- Analyzing expenditures, revenues, and budget projections;
- Identifying financial risks and trends and providing timely recommendations to BHSD leadership;
- Leading monthly financial reviews with program and division leadership ensuring budgets remain aligned with operational needs and available funding;
- Coordinating financial audits, reporting, and responses to audit questions or findings;
- Supervising and developing finance staff, establishing workload priorities, and ensuring financial activities are completed accurately and timely;
- Identifying opportunities to modernize financial processes, improve reporting, and develop innovative solutions to complex fiscal and operational challenges.

MINIMUM QUALIFICATION
Bachelor's Degree in Business Administration, Accounting, Finance, or Auditing and three (3) years of experience in Accounting, Business Administration, Public Administration, Finance, or Auditing; to include one (1) year of managerial or supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. A hiring agency may designate a portion of the required experience to include federal grant and/or special revenue experience to be identified at the time of recruitment.
EMPLOYMENT REQUIREMENTS
- Must possess and maintain a valid driver's license.
- Must obtain a Defensive driving certification.
WORKING CONDITIONS
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage.
